Introduction • Primary Role: Director, Information Technology & Communications (ITC) • Recently appointed by City Council to Acting Assistant City Administrator • Left private sector 4½ years ago to join the City of Inglewood • Areas of responsibility/expertise: • Finance, Budget, Purchasing, Human Resources, Library, and ITC • Enterprise Project Management • Systems Analysis, Implementation, and Process Automation • Document Imaging and Records Management • BS & MS in Computer Science • Served as part-time faculty for 3 years with University of Phoenix • Project Management Professional® (PMP) • Certified Document Imaging Architech™ (CDIA+)

  3. The City of Inglewood • Full-service City of 125,000 residents • Located near LAX • 14 Operating Departments • 1,000+ staff (including PD) • Incorporated in 1908 (February 14th is our Centennial!) • City’s Internet Site www.cityofinglewood.org

  5. Common Factors in Local Government • Lack of resources • Difficulty in attracting/retaining top talent* • High demand for services • Political decisions by elected officials • Highly active citizens groups * Especially in IT!

How IT Departments Can Help • Look for agencies with similar regulations • City, County, State • Find organizations open to cost/responsibility sharing • Look to larger organizations with more experience to take the lead • Look for opportunities to purchase a packaged system or outsource to a hosted system • Public/Private collaborative endeavors • Form steering committees

How IT Departments Can Help • Look for long-term commitments w/ agencies and partners ($) • Build on the platform of staff and experience of the lead agency • Expect G2G partners to influence business processes • Establish safeguards for security and backup • Establish policies on cost recovery and liability • Obtain executive management sponsorship and approval • Establish political support

Pitfalls & Issues to Avoid • Budget pressures on the lead agency get in the way of doing the job right • Larger client agencies leverage their clout to get their way and receive special attention • Agencies change management and decide to go a different direction and reduce/eliminate participation • Private sector companies do not like the loss of individual opportunities

Pitfalls & Issues to Avoid • G2G clients don’t keep up their end of responsibility in terms of staffing, training, and cooperation • Need to consider capital requirements for facilities, equipment, software, and staff to prevent them from becoming problems in the future • Agencies need to participate in policy and direction of organization
