Reporting – Article 17 Habitats Committee, 16 October 2007

This article presents three products on the EU-level for reporting on the conservation status of habitats and species. These products include a Composite Report, National Summaries, and a Technical Report. The Composite Report, based on Article 17, will provide a concise overview of the conservation status and include recommendations for future actions. The National Summaries will provide detailed information on species and habitats at the Member State level. The Technical Report will serve as a factual basis for the Composite Report and provide a comprehensive database of European conservation status.

  2. Three products on EU-level • In order to make best use of available data → 3 products which go hand in hand: • Composite Report (policy report) • National Summaries (as Annex) • Technical Report (web-based)

  3. Composite Report (‘policy report’) • Based on Article 17 - part 2 • Form of Commission Communication • Max. 22,500 characters • Translation in all languages • Concise text, graphs and tables • Envisaged for mid-2009

  4. Composite Reportdraft structure • Executive Summary • Introduction & background • Conservation status of habitats and species • Natura 2000 • Species Conservation • Supporting measures (optional) • Discussion of the overall results in the European context • Recommendations & Outlook

  5. National Summaries In English, 1-2 pages per MS • GENERAL INFORMATION • INFO - SPECIES & HABITATSHow many? MS / Biogeo Region / Group / Extinctions • INFO - CONSERVATION STATUS- at the MS level- at the Biogeographical level • DATA QUALITY & COMPLETNESS

  6. Technical Report • factual basis for composite report • web-based • no limitations in space • structure • A ‘report’ with various chapters/sections (no draft structure available yet) • European conservation status database / datasheets per species/habitat National & EU-level assessment will be shown side by side!

  7. Consultations • Consultation of Member States (= Habitats Committee) on the correctness of the content of the national summaries (as envisaged in Art.17.2) • Consultation of Member States' and independent experts as well as stakeholders on the draft results of the EU-level assessment regarding the conservation status of habitats and species. • Consultation of Member States (= Habitats Committee) on the draft composite report
