  4. Reform Initiatives for Professionalization • Institutional Capacity Building Project for Procurement (ICBPP) • Introduction of a procurement cadre in the civil service • Terms of Reference for Procurement Officers • Training/sensitization program for Committee members and relevant officials

  5. Outcomes of ICBPP • Procurement Qualification and competency framework developed • Procurement module developed and delivered in PGDFM course for pre-service candidates by RIM • Certificate in Procurement Compliance developed and recognized as CIPS Level 3 equivalent • Royal Institute of Management (RIM) established as CIPS Exam center • 4 officials fast tracked to MCIPS qualification ( RIM, RUB, GPPMD)

  6. Institution partner in Professionalization • Royal Institute of Management (RIM) was one of the stakeholders in the ICBPP Project • Delivery of Certificate in Procurement Compliance Training • Delivery of Procurement module in PGDFM course • CIPS Exam Centre

  7. Professionalization and Capacity Building CIPS Qualification for Procurement Officers: Total MCIPS- 6 officials

Professionalization and Capacity Building • In country training on Certificate in Procurement Compliance • short term Training for procurement officers in public procurement • CIPS program • Scholarship for long term (Master in Supply Chain Management, Procurement) • Scholarship for short term training • Sensitization program for the Procurement Officers • Induction program for new Procurement Officers

Procurement Cadre • Introduced Procurement cadre in 2006 • ToRfor Procurement officers broadened in 2016 • ToR includes among other things, market research, requirement of CIPS or other procurement qualifications at various position levels in the procurement cadre • Procurement officers selected through RCSC exam and after one year PFDFM course in RIM which includes a unit exclusively focused on RGoB Procurement • Before joining office, new Procurement Officers are given a month’s induction course on RGoB procurement by the GPPMD • Competency framework being drafted

Institutional Arrangement • GPPMD( erstwhile PPPD ) was established with support from World Bank and ADB in 2008 • MoF identified as a parent organization for the procurement cadre in 2010 • at least one designated procurement officer placed in all Ministries and Districts • Independent Review Body to address Procurement Grievances

  13. Challenges • Lack of funding support • Sustainability of CIPS program and long term training • Retention of staffs

  14. Way Forward • Continuation of CIPS Qualification • CIPS Level 4 Program planned in November, 2019 • Institutionalization of Procurement sensitization program for the Procurement Officers
