  2. Background • Issue of National Guidelines on economic sub-committees • Re-statement of role of CDBs in National Innovation Policy and other national Policy • Economic Priorities in City/County CDB Reviews • Economic priorities to be set within possible CASP Framework?

  3. National Guidelines-Economic Sub-Committees • New Priority for all Boards • Economic development and Enterprise can be cross Local Authority Boundaries • Clearly defined policy outcome and ways to avoid lack of progress • Opportunities to share resources

  4. New priorities • Must be Multi-Agency • Current Economic Conditions • Opportunity to build on experience to date • Needs to be an area currently not addressed • Measurable value added • Definite Time Frame

  5. Actions…. • Audits of current businesses • Economic Profiles/Information • Training/retraining • Regulatory/Policy opportunities • International networking/ambassadors • R&D networking • Other Education opportunities

The Think-InWorkshop 1 • A continuing role out of infrastructure by the local authorities and other utility suppliers. • Strategy to support cluster development in tourism, energy and medical/pharma. • Build on the existing identity of the Region • The creation of an Ideas Forum. • Institute for Collaboration on business development. • An on-going examination of business costs should be central to service planning by all public agencies operating in the Region.

  7. The Think-InWorkshop 2 • Development of a cluster model based around the Food Sector in the first instance. • Creation of an Institution for Collaboration. • The fostering of entrepreneurship in the third level student body, particularly the post graduate body • Pilot to identify potential business ideas in MBA/MBS that could be facilitated to become commercialised. • The development of network opportunities between existing business and research networks in place in the Region.

The Think-InWorkshop 3 • Business plans should not block the development of new ideas. • Cork the place to invest and the place to come if a person has experience in business development and innovation. • Need to acknowledge the people who develop good businesses in the Region. • Create a centre for Ideas for the Region supported by a business support process to help bring businesses to fruition. • Develop support networks for managers and entrepreneurs within an ultimate cluster model for particular sectors. • Organise open days into the research centres in the Region.

The Think-InWorkshop4 • Build on the use of existing networks to access into business experience and perspectives to ensure that all possible ideas are highlighted and followed. • Development of an ideas brokerage to take ideas from concept to application. • Creation of an identifiable centre for ideas alongside an incubation arena for such ideas. • Development of a maritime cluster. • Enhanced recognition and support for local business initiatives through relief on local charges etc. • Promotion of Cork as a centre for innovation based on a demonstrable capacity to innovate.

The Think-InWorkshop 5 • Unified core group. • Creation of a programme to develop third level talent (post graduate) into business creation opportunities. • Creation of Link Unit for potential entrepreneurs and state agencies. • Creation of a commercialisation function between the State Agencies and the Third level. • Creation of an advisory body of retired entrepreneurs and public sector officials to mentor/advise on avoidance of business failures/barriers to economic growth. • Examine cluster models in Finland and elsewhere. • Identification of international applied research that could be embedded into business opportunities in Cork through existing Cork Social Networks.

  11. Actions for the Boards…. • Agreement on the Economic Sub-committee. • Draft work programme to be agreed. • Agreement on Implementation of Work Programme Action Leaders and support Agencies. • Agreement on Implementation Time-frame. • Evaluation and Review Process.
