  4. 2016 School Survey- What is it? • Starting in late September, assessors from MSBA’s survey consultant, STV, started visiting every public elementary and secondary school in the Commonwealth. We previously completed assessments in 2005 and 2010. • We anticipate that the assessments of all public schools in Massachusetts will take place from September through December 2016. To date, we have already been out to over 750 schools in 148 districts. • The school survey is a general facility assessment meant to establish a baseline for all of the Commonwealth’s schools and to help the MSBA understand how the needs of individual districts fit within the statewide spectrum of need.   5. 2016 School Survey- When and Why • It is essential that the MSBA successfully preforms these periodic surveys in order to meet our enabling legislation. • The assessment will evaluate several key factors, including: • Condition • Capacity • Maintenance • Educational Environment • Upon completion of the report, the data from the assessments will be made available to districts and may help them in better understanding their facility condition. MSBA/DESE/MassIT Public School Technology Loan Program • Goal is to improve student instruction and assessment through the use of information technology [including enhanced] infrastructure and increased broadband access. • 87 schools from 20 school districts applied for the Grants through the DESE Office of Digital Learning/MassIT. Massachusetts School Building Authority

MSBA/DESE/MassIT Public School Information Technology Loan Program • Goals of the partnership: • Will drive the development of technology infrastructure in schools • Will result in greater equity in terms of technology • Will not overwhelm districts with complexity • Decisions on the grants from the Office of Digital Learning/MassIT will be made in the coming weeks.   12. 2016 Statements of Interest • Total SOI’s received: 156 • 89 Core Program • 57 Accelerated Repair Program • Accelerated Repair Program: In 2016 the MSBA invited a total of 28 Districts, 49 Schools into our Accelerated Repair Program. • Core Program:Core Program, which is primarily for projects beyond the scope of the Accelerated Repair Program, including extensive repairs, renovations, addition/renovations, and new school construction.   13. 2016 Statements of Interest • We are currently in our due diligence phase conducting senior studies and we anticipate finishing them by the end of November. • We anticipate our Board making decisions on the 2016 Core Project applicants at our February 2017 Board Meeting. • The 2017 process will be opening in early January. A Few Achievements • $12.2 billion in payments to cities, towns and regional school districts • Developed data based enrollment projection methodology in order to build right-sized schools • Improved learning facilities for over 600,000 students • Made over 1,750 site visits to more than 250 school districts as part of the MSBA’s review and due diligence process Massachusetts School Building Authority

A Few More Achievements • MSBA has completed final audits of 1,113 projects totaling over $18 billion in submitted costs; • Achieved audit savings of over $1.4 billion; and • Audited approximately $3.95 billion in costs for the 233 projects currently submitting monthly requests for reimbursement.
