ARRA Subsidized Employment HSA Workforce Development Division ARRA’s TANF Emergency Contingency Fund (ECF) • $1.8 billion total available to California to reimburse costs associated with: • Basic Assistance for Increased Caseloads • Non-Recurring Short-term Assistance (Diversion) • Subsidized / Transitional Employment 80% federal reimbursement; states and counties must provide 20% local “match” dollars

ARRA Subsidized Employment HSA Workforce Development Division Target Populations • Current and Recently ExitedCalWORKs participants are eligible • Total Caseload – 4,500 families • Work Eligible Individuals – 2660 • Safety Net (not working) – 158 • Sanctioned – 300 • In Non-compliance Process – 126 • Exempt – 1850 families • Other Potentially Eligible participants • Families with children with income under 200% of Federal Poverty Level • Non-Custodial Parents (NCPs) under 200% of Federal Poverty Level • Parents Discontinued From Aid for Abuse or Neglect

ARRA Subsidized Employment HSA Workforce Development Division Timeline • Funding Dates: • Potentially Retroactive to October 2008 • Spend-down by September 2010 • Operational Dates • Planning Now • RFP in late Spring/early Summer • First Job Placements as soon as State approval is received – hopefully May or June • Final Placements as late as August 2010

ARRA Subsidized Employment HSA Workforce Development Division Objectives • Subsidized Employment Program Expansion To Create an Additional 1,000 Employment Opportunities • Include a Sector-based Focus • Utilize the Community Based Organization (CBO) Infrastructure • Utilize Public Service Entities • Stimulate Small Business and Private Industry • Provide Needy Families With Income Support for the Duration of the Recession • Leverage Stimulus Funds in Other Areas (e.g., WIA, Homelessness Prevention) to support our clients
