  12. Statement of His Excellency Benigno S. Aquino IIIPresident of the Philippines, for the 23rd ASEAN Summit • We are glad that our advocacy for social protection will be realized at this Summit through the adoption of an ASEAN Declaration on strengthening Social Protection. My administration believes that a strong economy is founded on an empowered citizenry. This is why since taking office, we have focused on improving education, healthcare, and social welfare programs in our country; I believe that the potential for development of our nation rests in the capacity of our people to contribute in building a resilient economy and a society that values fairness and equality. This belief continues to define our policies and serves as the foundation of our position for promoting social protection initiatives in ASEAN.

Objectives: NARROWING THE DEVELOPMENT GAP Strengthen cooperation to reduce the development gap in particular the social dimensions of development between ASEAN-6 and the CLMV CLMV Cambodia Lao PDR Myanmar Viet Nam ASEAN-6 Brunei Indonesia Malaysia Philippines Singapore Thailand INITIATIVE FOR ASEAN INTEGRATION (IAI)

WAY FORWARD… BEYOND 2015 • The MTR could be employed as a useful barometer of where the ASCC has made good progress and where action is still lagging and how to address gaps and challenges. • The ASCC should establish a more robust monitoring and evaluation system for keeping track of ASCC actions and activities’ progress in a more timely and effective manner • The ASCC should have to take a more active role in forging common positions on relevant issues under its purviewand articulating them more forcefully in various regional and global fora.
