  5. Standards & CertificationProject Management Each standards action is assigned to a Project Team The Project Team is appointed by the standards committee. Depending on the committee, a subcommittee or the standards committee itself could act as the Project Team. Project Team Membership: Project Technical Manager; Project Administrative Manager; additional members, as necessary, including those requesting the action Project Team membership is approved by consensus committee Tasks of Project Team are to develop one or more proposals and to consider, and respond to, comments ASME S&C Training Module B5A Standards & Certification Project Management

Standards & CertificationProject Technical Manager (PTM) ASME S&C Training Module B5A Standards & Certification Project Management • Responsible for managing the work – setting a schedule, arranging for conferences, consulting with specialists, and working with staff to submit proposal for review and comment or ballot • Responsible for moving proposal through multiple levels of balloting with potentially multiple sets of comments for consideration and response by Project Team • Should determine which groups will need to approve the item, then develop a plan to move the item through the process • Controls the pace the item is moved through the approval process, including timely responses to comments and communication with committee members • Learns about committee rules and customs for preparation, submission, and the approval process, which may be more restrictive than those described on the following slides

Standards & CertificationProposal Development ASME S&C Training Module B5A Standards & Certification Project Management Revisions to existing standard: relevant existing material should be shown along with a clear indication of what is to be changed. Refer to Guide for Presenting Proposed Revisions New standard or case: the complete document should be included in the proposal. Refer to the C&S Writing and Style Guides 2010 when developing proposed items An explanation describing the rationale behind the proposal may be helpful and should be included as part of the explanation field in the record, in the proposal file or as background material Proposal should contain the C&S Connect record number and revision date in the header

Standards & CertificationProposal Submittal • Submitting the Proposal on C&S Connect • Subject should not be more than one sentence that describes the area being addressed by the proposal • Proposal should be not more than one sentence that describes what is being changed • Explanation should be not more than one paragraph explaining why the proposal is being presented. If longer explanation needed, should be referenced and included as part of background material ASME S&C Training Module B5A Standards & Certification Project Management

Standards & CertificationProposal Submittal ASME S&C Training Module B5A Standards & Certification Project Management • Submitting the Proposal on C&S Connect, C&S Connect Upload Fields • Proposal File - shall contain most recent (latest) version of proposal/document/revision to be reviewed during the consensus process. • Background Material should contain a file providing background information. • Committee Correspondence should contain any information that is generated as part of the project attached for future or historical purposes • Additional Instructions and Guidance can be found online through the C&S Connect Help tab.

Standards & CertificationApproval Process • Potential Options for Approval Process • Broad Review and Comment Process: Proposal sent out for review and comment to all groups that will ultimately have to vote on the item. Comments addressed, then the item is balloted using either one of processes below • Tiered Approval Process: Proposal reviewed and approved by each group, one group one group at a time. Can be a slow process • Simultaneous Approval Process: Proposal reviewed and approved by all groups at the same time. Approach more appropriate for simple items or items that are urgent • Concurrent Voting Process: Proposal is submitted for ballot of two tiers at once; some committees may ballot one tier for approval and submit the proposal to the upper tier for review and comment ASME S&C Training Module B5A Standards & Certification Project Management

Standards & Certification Proposal Ballot Process ASME S&C Training Module B5A Standards & Certification Project Management • Ballot is opened by Staff Secretary or Project Technical Manager • Upon closure of a ballot the PTM shall post a response to all comments. • Negative voters should be asked if they are willing to withdraw their negatives in light of the response posted. • The proposal is then revised to include all changes agreed to in their responses. • The proposal is then posted to the Record’s Proposal uploaded field or submitted to the ASME Staff Secretary to upload.

Standards & Certification Proposal Ballot Process ASME S&C Training Module B5A Standards & Certification Project Management • If the proposal requires no additional changes after the ballot comments have responded to, then the  PM should inform the ASME Staff Secretary. • No further ballots may be issued until all comments from the previous ballot have been given a response. • PTM does not have to wait until a ballot is closed to respond to comments online.  If a comment is addressed and the concerns have been satisfied before ballot closure, the  voter can revisit the ballot and change their vote. • The ASME Staff Secretary in conjunction with committee officers (or PTM) decides what the next level ballot is for the proposal. (e.g. recirculation, first consideration, or ballot at subcommittee or Board level).

Standards & Certification Proposal Consensus Process • After standards committee approval, the ASME Staff Secretary and PTM work together to complete the standards development steps noted in Module B5 Consensus Process for Standard Development including: • Public Review • Supervisory Board Approval • Appeals Hearings (if any) • ANSI Approval • Publication ASME S&C Training Module B5A Standards & Certification Project Management

Standards & CertificationProject Management ASME S&C Training Module B5A Standards & Certification Project Management • Verifying Publishing of Approved Proposal • If PTM has opportunity to review manuscript to be presented to ASME Publishing, s/he should verify that the manuscript accurately reflects the approved proposal • PTM should verify that published version of the proposal is correct and notify appropriate committee officers of any deviations

  15. Module Summary All standards-related proposals are managed by an assigned Project Team, the standards committee or subcommittee. The Project Technical Manager is vital in ensuring timely preparation and submittal of the proposal to the relevant technical groups and in the timely consideration and response to comments submitted. It is important that Project Technical Manager establish a plan for driving proposals through the approval process, taking into account the nature of the proposal.
