As a result of Waverley Councillors’ receptiveness and sensitivity to the views and feelings of the Bondi Beach Community in regard to the New Years Eve celebrations held at the Beach, (and in particular to the one held in 2011), on 21 February 2012, the Councillors met to CONSIDER THE TENDER Council had issued FOR A REPEAT OF THE SAME SCENARIO FOR ANOTHER 3 YEARS. Why this workshop is being held:

  3. What happened at that meeting?

  4. In accordance with the Local Government (General) Regulation 2005 Regulation 178 Acceptance of Tenders, Council declines to accept any of the tenders. Extract from Minutes of Council Meeting of 21 February 2012 Councillors declined to accept any of the tenders ………..

In accordance with R178(3)(e), Council enter into negotiations with Mixed Media Australia Pty Ltd with a view to entering into a contract in relation to the delivery of events and activities during the Christmas and New Year period for 2012/13. • In accordance with R178(4)(b), Council’s reasoning for determining to enter into negotiations with Mixed Media Australia Pty Ltd is based on the following: (a). Mixed Media Australia Pty Ltd is identified through the evaluation process of the tender as being the preferred tenderer. (b).   6. The 2012/13 New Year’s Eve event closes no later than 2am. Extract from Minutes of Council Meeting of 21 February 2012 There will be an earlier closing time for the 2012 NYE event ………..

Establishment of parameters of 2012 event • A working group be formed comprising of the Mayor and three Councillors, along with appropriate Council officers to establish the parameters of the 2012/13 event. Extract from Minutes of Council Meeting of 21 February 2012 There will be 2 workshops: One for the 2012 events..

  8. A working group comprising of internal and relevant external stakeholders be formed to establish the parameters for future Christmas and New Year’s Eve events. Extract from Minutes of Council Meeting of 21 February 2012 One for 2013 on……..

After Councillors voted to decline(.) to accept any of the tenders, the Bondi Beach Precinct called a meeting of their Events sub-committee on Wednesday 7 March 2012 to look at various scenarios that could be submitted to the working group comprising of internal and relevant external stakeholders …….. to establish the parameters for future Christmas and New Year’s Eve events What did the Bondi Beach Community do after this?

NOTE: Although the brief for the working group was described in the Minutes of Council Meeting of 21 February 2012 as follows: to establish the parameters for future Christmas and New Year’s Eve events. the topicof today’s meeting is: Noise, traffic, anti-social behaviour, large number of visitors to our beaches in summer, especially on festive days. How can these be managed? However both the Council brief and today’s ‘topic’ are covered by the following consideration of the New Years Eve event.

  13. Question: what is the primary consideration for the event which will adequately cover both briefs?

  14. CHANGE THE NATURE OF THE EVENT…….

  15. This is in line with other major Sydney beaches and would occur with the following qualifications: • Campbell Pdeand Queen Elizabeth Drive to be closed • Police presence • Liaison with the RTA so as to learn of any large groups coming to Bondi, particularly with alcohol (similar to the Many Ferry scenario) • Restaurants and hotels along Campbell Pde open until, say, 1:30pm – an agreed upon and consistent closing time • Bottle shops to close at 9:00pm OPTION 1: no event

  16. FUNDING ……….. Funding previously sourced from the Bondi Beach NYE event to be obtained by holding a major Festival ………. over a weekend or longer, (depending on the nature of the events,) in the Bondi Pavilion and at other venues, at another time of year (perhaps as part of the current Bondi Winter Magic) SUGGESTION!! SOMETHING NEW!! MAYBE AN INDIGENOUS FESTIVAL OPTION 1: no event (cont)

  17. This will stop….. one of the top 10 beaches in the world being fenced off along Campbell Pde(from Beach Rd up to NottsAve) and the Promenade for up to 12 days ………………. (for an event that runs for 6 hours and caters for a small exclusive audience)

  18. 15,000 people and Snoop Dogg in 2011, with thousands more outside the event, the music can be heard throughout the Bondi Basin ……………….. This will stop….. turning the Beach intoa nightclub Image from a website encouraging people to come to Shore Thing

  19. This will stop….. a major drinking and drug taking event occurring in a Council declared Alcohol Free Zone, (with all the ramifications that stem from this approval)

  20. This will stop….. an event that has complete disregard for the community and a complete ignorance about the values of the community as evidenced by: * the Bali Memorial Mural (Chloe's mural) being damaged by scaffolding and fencing being piled up onto it * the trampled and damaged park gardens

  21. This will stop…..an event that residents have, over many years, told stories about the adverse effects it has on their families and their own celebrations of the New Year (documented in Bondi Beach Precinct Minutes) …………………

  22. 2 other options follow, however NO EVENT is the most preferred……………….

  23. OPTION 2: one main ticketed event CLASSICAL WITH TABLES SET UP FOR DINING

  24. OR… JAZZ WITH TABLES SET UP FOR DINING

Campbell Pde closed off • Restaurants along Campbell Pde open with an option for serving at tables set up in Campbell Pde • Police presence • Extra buses • Optional event for children eg BBQ and fireworks oganised by partnership of Waverley Council, Bondi & North Bondi Surf Clubs, Icebergs Club and surfing and skating groups. Plus the following…..

  26. Identify groups and spaces in the community for multiple NYE events: 3 identified groups • Group 1: Parents + kids to 18 • Group 2: 18 - 35 • Group 3: 35+ 3 identified spaces: • Space 1: Campbell Pde • Space 2: Parklands* • Space 3: Pavilion *3 Parklands spaces 2A north 2B middle and 2C south Beneficial to fill the spaces and have overlapping events. OPTION 3: multiple events: ticketed or free

  27. FREE: to be organised by COMMUNITY + (OPTIONAL EVENT ORGANISER) • 5pm: Kids Parade* (dress up costumes, masks, lanterns) along Campbell Pde to north Parkland Space 2A • Small stage for performers (local bands), clowns, jumping castles, face painting, Community dance groups • Nth Bondi/Bondi surf club BBQ (fund-raising for surf club) • Restaurants to sell picnic hampers &/or have stalls • 9 PM fireworks • Parents leave for kids to go to bed …………. Parents with sitters may return for Group 3: 35+ events or Group 2: 18-35 event *In the week prior to this, workshops to be organised for kids to make dress-up costumes, masks, lanterns to take in 5pm Kids Parade (at Surf Clubs - Little Nippers, in Pavilion, at Swiss Grand) Group 1: Space 2A:

TICKETED: Event Organiser: 8:30pm to 1:30pm • Contained in the Pavilion • Music choice – more Bondi chill than nightclub (Bondi FM) - Silent disco option • Fancy dress and theme optional • Locals preferenced(early bird to residents) • Sell through schools/ SLSC/ Precincts/ Friends of Bondi Pavilion Group 2: Space 3:

TICKETED: Event Organiser: 9:00pm to 1:30pm • Eclectic Concert (a Bondi original) • Tables set up for dining within the space – local restaurants to provide food or buy hampers from local restaurants • Involve local musicians, performers, as well as other Australian acts • Fancy dress and theme optional • Locals preferenced(early bird to residents) • Sell through schools/ SLSC/ Precincts/ Friends of Bondi Pavilion Group 3: Space 2B:

Christmas Day: • Maintain beach security • a more low-key Event – not tied in with other events - and NO bracelets, allowing drunken persons to leave the event and go for a swim Dudley Page Event: • One subsidised family friendly event at Dudley Page Reserve – not tied in with other events – with the price increased in line with Council’s suggestion for that consideration. This has not been happening.
