  1. BIOGRAPHY of RICHARD A. McINTOSH After one of the most complete careers as a staff person serving in key policymaking positions in Missouri government, Richard McIntosh is one of the two founding principals in Flotron & McIntosh. Richard McIntosh spent four years in the Missouri Senate Appropriations Committee Staff attaining a thorough understanding of budget analysis. Richard learned not only how the complicated state budget system works, but also became proficient in assessing the impact of prospective changes and making recommendations to the Appropriations Committee headed by then-Senator Roger Wilson—former Missouri Lieutenant Governor and Governor. From 1992 until 1996, Richard served as the Assistant Director of Inter-Governmental Relations for Missouri Attorney General, Jay Nixon. Richard successfully made budgetary gains of $8 million and 123 new employees for the Attorney General's office. Achieving these budgetary goals allowed the Office of the Attorney General to bring all Second Injury Fund and Inmate Litigation cases in-house, which in turn saved the State of Missouri millions of dollars otherwise paid to private attorneys to handle these cases. Richard also represented the Attorney General on other bills of interest, including Medicaid fraud monitoring, inmate litigation reduction, and Second Injury Fund reform. In January 1996, Richard became Chief-of-Staff for Majority Floor Leader, Gracia Y. Backer. Richard became intimately familiar with the operation of the Missouri House—and strategies for negotiating, passing and defeating legislation. Richard participated in daily strategic planning meetings with House leadership and committee chairs. With his circle of experience in state government complete, Richard moved from public service to private industry. His firsthand experience in Missouri’s decision-making process has qualified Richard to specialize in strategic legislative planning, appropriations process, and direct legislative and executive government relations. This skill set allows Richard to develop comprehensive strategies for implementing political changes.
