    • Letters of commitment, letters of support and resume’s of key personnel, abstract are not counted as part of the project narrative

  • All relevant documents must be uploaded into grants.gov by January 22nd

Cooperative Agreements

  • Substantial government involvement

  • Establishes partnership between ONC and the Consortia in order to meet shared goals and objectives

  • Either party may request to modify or amend the cooperative agreement or work plan

Indirect Costs

  • Applicants should budget indirect costs at a rate of 8 percent of modified total direct costs, exclusive of tuition and fees, expenditures for equipment, and sub awards and contracts in excess of $25,000.

  • The SF-424 is a standard OMB approved federal form with established content that we can not change. Typically, to receive IDC from HHS, an applicant must have an established rate with a cognizant federal agency.

424 Forms

  • Lead awardees will need to complete two 424a forms

    • One 424a for each of the two budget years

    • One 424a that combines the two years together

  • All Sub contractors and other costs should be contained in the 424a budget

  • Applicants must clearly explain any assumptions used to complete the 424a form in the budget narrative

Submitting application using Grants.gov

  • The size limit for the entire application, including all attachments, is 250 MB. To conserve space, use PDFs instead of PowerPoints, pictures and Visio documents

  • Applicants will need to have a Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number and register in the Central Contractor Registry (CCR)

    • It takes a minimum of five days to register in the CCR

  • Grants.gov contact Center Phone: 1-800-518-4726. Hours of operation: Monday – Friday, 7:00 a.m. to 9:00 p.m. Eastern Standard Time
