  5. Onsite Sewage Disposal(OSDS) • Billing method • OSDS user identification • Grant/Loan Eligibility • Best Available Technology • Education and Outreach • Management • Program Status – Subcommittee was formed. • Subcommittee Report to Full Committee.

  6. January 15, 2005 Report Senate Bill 320 Requirement: “Report on or before January 15, 2005, to Senate Education, Health and Environmental Affairs Committee and the House Environmental Matter Committee regarding methods evaluated and recommended for collection of the Bay Restoration Fee by local governments from users of onsite sewage disposal systems and users of holding tanks that do not receive water bills.”

  7. Report Options • Report only on what the bill requires (OSDS billing) • Report on all aspects of Bay Restoration Fund Implementation including OSDS billing methods. • Provide a brief summary on the status of other programs, and discuss in more details the billing method for OSDS.
