  2. Background • Metro Cities requested State help for City I&I work • April 2010: $3 million appropriated from State bond • June 2010: Council approved grant guidelines • August: MMB declaration issue hold-up • Sept: Blanket waiver received • Dec. 2010: 25 (of 47) communities applied

  3. Disqualification of Costs • Overhead was included • Cities did not apply I&I percentages to total project costs
