Youth Guarantee is: • a guarantee that the system will provide free opportunities to learners up to age 18 to achieve. • greatercohesion, clarity and choice at the secondary tertiary interface. • new opportunities to access meaningful and authentic foundational learning pathways. • clear and valued vocationalpathways. • equitable outcomes for key priority groups: Māori, Pasifika and students with special education needs.

  4. Supported and enabled by: • Flexible fundingpolicy and strengthened accountability for secondary/tertiary programmes. • Strengthened careers educationand pastoralsupport. • More effective tracking and monitoringof students.

Retention in learning • Progression to further education and work • Achievement NCEA level 2 by age 19. • Reduction in NEETs. • Local models and solutions • Well-informed andempowered learners, employers, and other key users • Equitable Outcomes for Maori, Pasifika and disabled learners. • Success:
