What is reviewed when evaluating a sign? • Location (intersection and Global Positioning System (GPS) co-ordinates) • Placement (height, setback, angle) • Condition of sign (deteriorating, bent, bullet holes, missing) • Condition of support (deteriorating, cracked, broken, missing) • Retroreflectivity ( 4 locations on every reflective surface, ratio between colours if applicable) • Text (lettering meets Ontario Traffic Manual (OTM) specifications) Keenline Innovation Technology & Training Inc.

What is retroreflection? • Retroreflection occurs when light is reflected back in the same direction as the source of the light. • For the use of roadway signs imperfect retroreflection or retroreflection in a cone shape is required to allow the driver to see the light coming back from the sign. • Sign sheeting achieves this by the use of glass beads or prismatic material.   5. Retroreflective standards for sign sheeting • Minimum reflectance values have been set out for sign sheeting in ASTM Designation D 4956-07. Standard Specifications for Retroreflective Sheeting for Traffic Control. These specifications cover new and aged sign sheeting. • the MUTCD in the US adopted new minimum maintained retroreflective levels to be used on all roads open to public travel on January 22, 2008. • Keenline incorporated the MUTCD standards into the review of road signs as a best practise minimum. Current methods for reviewing the retroreflectivity of signs • Visual night inspection • OTM recommends : • Inspector be 50 years or older • Use low beam headlights • View from the distance that the sign can be read from and reacted to • Hand-held or vehicle-equipped sign retroreflectometer • Following specifications of ASTM Designation E 1709 – 08.
