  1. Strengthening the Command PASS Coordinator Program

BLUF • Strengthen the Command PASS Coordinator (CPC) Program by assigning Command Career Counselors (CCC) with collateral duty and oversight responsibilities for the CPC Program. • With CCC involvement, the warfighter will have a strong advocate to troubleshoot pay, personnel, and transportation issues affecting the member, especially during periods of reduced staffing in Admin or lack of required skill set and experience onboard.

Background • 2008 NAVADMIN mandated new business model requiring the use of Transaction Online Process System (TOPS) for all pay, personnel, and transportation support via Command PASS Coordinators (CPCs). • The success of TOPS utilization is largely dependent on proactive and engaged CPCs. • There are many CPCs who are not proactive and or involved at the command level to properly support their Sailors’ pay and personnel needs.

Background • For the PASS/CPC Program to work effectively, triad leadership must be involved and briefed on monthly metrics that directly affect the welfare and morale of their Sailors. • CCC’s are not attending monthly CPC meetings and they are missing vital information that must be communicated to all hands (Triad, Chief’s Mess, Wardroom, Crew, POW/POD’s.)

New CCC Responsibilities • CCC’s to attend monthly CPC meetings and convey minutes to triad and all hands; • CCC’s to serve as back up CPC during manning gaps in admin; • CCC’s would reiterate PASS program to all check-ins and emphasize to Sailors that they are available for support should Admin/PSD/or their CPC not be able to address their issue. • CCC’s would brief CMC/XO monthly on timeliness and process flows

  6. New CCC Responsibilities • CCC’s will NOT serve as the primary CPC, unless manning levels are such that an appropriate CPC is not onboard or until Admin personnel are properly trained on the processes. • CCC’s will NOT be the primary source in sending pay and personnel transactions via TOPS on behalf of Sailors – this function will remain within the Admin Department.
