Timeline Registered PoA • Prolonged validation process puts burden on project proponent Avr. 91 days Avr. 376 days Start public comment Registration At validation As of 22 March 2011, 35 projects had been in the validation stage for more than 350 days of which 9 projects had been in the stage for more than 500 days. Up to 1204 days had been passed from the start date of public comment.

  6. Demonstration of additionality at CPA level • Barrier analysis are widely applied • Investment (or financial) barriers are the commonly cited barriers, especially for small scale energy efficiency PoAs at household level • Approx. 95% of the projects in Africa and LDCs (21/23) cites investment barriers as hampering factor for project implementation without CDM.

  7. Conclusion • Investment/financial barriers are identified as the highly likely barriers for the PoAs, especially for the small scale energy efficiency projects at the household level. • It is recommended to exempt additionality demonstration for small-scale energy efficiency PoAs at the Household Level in LDCs, SIDS and African countries in order to facilitate further uptake of PoAs in the countries under-represented in CDM
