AHTD – Strategic Highway Safety Plan “Arkansas continues to have one of the highest fatality rates in the nation (1.79 in 2009)… One factor that contributes to the State’s high fatality rate is that 85 percent of the State’s road system is made up of rural, two-lane roads. Many of these roads have narrow or no shoulders that can contribute to run-off-road crashes. The majority of fatal crashes result in a vehicle leaving the roadway and striking a fixed object and/or overturning.”
