  2. The international language of commerce is standards. Adherence to agreed upon product or service specifications underpins international commerce, enabling trillions of dollars of goods to flow across borders, regardless of the spoken language of any business parties. The common acceptance of standards is fundamental to the success of robust, fair and free trade. Without standards, it would be difficult to imagine the tremendous volume and complexity of international trade. Source: Donald L. Standards Areas • Standards - voluntary, market-driven product and service specifications (e.g., technical specifications and management system standards) • Technical Regulations – mandatory technical specifications, which may include particular standards or conformity assessment procedures • Conformity Assessment – the process/system to verify conformance of a product to a standard and/or technical regulation (e.g., testing, certification) Informally each of these areas can be referred to as “Standards”

Attributes of Standards • Provide agreed-upon specifications for products, services, and systems, reducing costs and enabling commerce and trade • Driven by the marketplace • Enable innovation, competitiveness, and economic growth • Protect health, safety, the environment, and national security • Can provide a common way for implementing regulations • Enable interoperability of complex technologies • Promote supply-chain flexibility BUT they can also: • Constrain technology and entrench inferior technologies • Pose technical barriers to trade

U.S. Standards System • Our standards system has desirable characteristics: • Voluntary standardsparticipation, market-driven, consensus-based • Open, transparent, balanced • Diversity of approach (consortia and formalized) to meetsector-specific needs • These characteristics support: • Speed, flexibility, market responsiveness • Communication among stakeholders • Competition and innovation • Overall the U.S. decentralized, sector-specific approach is different from that of most other nations • Limited role of government

Why Standards Are Important • Standards impact your bottom line by facilitating -- rather than negatively impacting -- your ability to access and grow both domestic and foreign markets. • A robust voluntary standards system -- led by the private sector and driven by market forces -- can reduce the need for government regulation. • Increased use of private-sector standards is the fastest way to streamline cross-border requirements - providing greater opportunities that will benefit everyone.   • Can enable compliance with regulation. • Standards drive the global marketplace; market leaders are standards leaders and standards leaders are market leaders.
