  6. Why Inspect Laterals? • City lines routinely CCTV inspected • Laterals comprise more than ½ the sewer system • Privately owned laterals poorly maintained/replaced • Laterals will fail – planned response saves money and aggravation City of Santa Barbara • Public Works Department

  8. Municipal CodeTitle 14.34.040 • House Connection Sewer. "House connection sewer" means that portion of the horizontal piping which extends from the public sewer to the street property line or right-of-way (part). • Maintenance of Private Systems, Etc. It shall be the responsibility of each property owner whose property is connected to the City sewer system to maintain continuously and satisfactorily in operation at his own expense, any house connection sewer. Failure to maintain such facilities shall be sufficient for immediate revocation of the person so failing and disconnection of his premises from the public sewer. Draft Ordinance Inspection Requirements Inspections required when: • 400 sq. feet or more of new space added • 2 or more new plumbing fixtures added • Spill from private lateral occurs • Private lateral fails smoke test • Problem identified during CCTV of City lines • Every ten years for commercial and condo’s • Reasonable cause to suspect lateral problems City of Santa Barbara • Public Works Department

Incentives - Homeowner Assistance • Rebate for inspections – • $150 per inspection if lateral in good repair • Rebate for repair/replacement • 50% of cost up to $2,000 per lateral • Low interest loans may also be available to qualified owners through the City Affordable Housing Program City of Santa Barbara • Public Works Department

Disqualification Procedures • Disqualification - for minimum period of 60 days. • Three or more occurrences WITHIN ONE YEAR PERIOD of the infractions listed below: • Incomplete inspection reports • Submissions of poor quality tapes or unreadable CD’s • Invoices without appropriate cost breakdown • Unprofessional or rude conduct to customers or City staff • Inappropriate solicitation while representing the SLIP Program • Disqualification - for minimum period of up to one full year. • Three or more occurrences WITHIN ONE YEAR PERIOD of the infractions listed below: • Permits not pulled for work done • Permits pulled after work was already begun • Lack of proper sign posting • Lack of traffic control, MUTCD • Not following Best Management Practices • Improper shoring for trench holes • Stating that work was completed for work never done City of Santa Barbara • Public Works Department
