Objectives of Presentation To familiarize the Pension Sanctioning Authorities/Drawing and Disburising Officers(PSAs/DDOs) with necessary procedures and rules for preparation of a Pension case and have an understanding of : • relevant procedures for preparation of a pension case, • avoiding commonly made errors, • following the time frame of submission of a pension case to the AG office. • And to provide timely service to Pensioners

Types of Pension: ......Contd • Superannuation Pension (Pen): Granted to a Govt. servant on attaining the age of superannuation i.e. 58 years. • Family Pension(FP): Granted in case of death of a Govt. servant in service. • Voluntary Retirement Pension (VRS): Granted on request of a Govt. Servant who has completed the requisite years of service. • Compulsory Retirement Pension-granted due to imposition of penalty following a disciplinary action or a conscious decision of Govt. to that effect.

Types of Pension: • Invalid Pension: Granted on medical grounds due to physical or mental disabilities or incapacity of a Govt. servant. • Special Family Pension: Granted to the family of Police personnel killed in action such as anti terrorists operations • Compensation Pensions: When govt. Servant is discharged owing to abolition of a post or he join some other department with approval of the Government.

  8. Superannuation Pension ( Pl. See Chapter IX, Determination and Authorisation of the amounts of Pension & Gratuity ,Rules 9.1 to Rule 9.10, CSR Volume. I) • Preparation of pension papers: The process starts 2 years before retirement and is completed in the following three stages (Rule 9.3, CSR Volume-II): • First stage: Verification of service from office record ( within 2 years prior to retirement) • Second stage: Making good omissions , imperfections or deficiencies in the service book (SB) and calculation of qualifying service (QS) for Pension on the basis of entries in SB.(within 2 years prior to retirement) • Third stage: Eight months before Retirement information as per Pen. 15 is to be obtained from the Govt. Servant and completion of action initiated as per Stage First and Stage Second ensured. The Pension case should be submitted to A.G. Office not later than Six months prior to retirement.

  10. Death during Service- Family Pension • PSA to Forward the case to AG(A&E) office for authorization of Family Pension and Death gratuity along with Service book of the deceased after completing all the entries.

  12. Premature retirement : Govt. Servant seeking voluntary retiement from service (VRS) • PSA to verify the service record of the retiree, qualifying service and accept or reject the three months notice given by the Govt. servant WITH REFERANCE TO EXTANT RULES. • The forms to be supplied will be the same as in case of Superannuation Pension case. IMPORTANT : • A copy of three month advance notice for voluntary retirement duly accepted by the competent authority may also be furnished alongwith other documents.

Compensation Pension • For Grant of compensation pension, PSAs will be follow the proviso of Rule 5.2 and 5.3 of the Punjab CSR vol.-II. • The forms to be supplied will be the same as in case of Superannuation Pension Case. IMPORTANT : • Orders from competent authority allowing compesation Pension to the govt. official may also be supplied alongwith other documents.

Invalid pension (Refer to rule 5.11 to rule 5.26 of the Punjab CSR volume.-II) • Eligibility :Certification of Medical Board regarding percentage of disability suffered by the Govt. servant and based on that whether he/she is eligible for invalid pension or not. • Amount of Pension: Invalid pension amount shall not be less than the amount of Family pension admissible to him/her under the Family Pension Scheme 1964. • The forms to be supplied will be the same as in case of Superannuation Pension Case. IMPORTANT : • Certificate form Medical Board declaring the official unfit for the Govt. job alonwith orders from competent authority vide which invalid pension has been granted may also be supplied.

Pension Revision Cases • In Case of Pension revision cases the journey of the Pension case will remain same as in case of Superannuation Pension Cases. • The following documents are required to be supplied while furnishing Pension Revision Cases to A.G. Office. • Revised Calculation sheet. • Sanction orders from competent authority • Revised Last Pay Certificate • Service Book incorporating appropriate entries regarding revision on account of revision in Pay/Qualifying Service as the case may be, the entries should be attested by PSA . • The details of the last payment drawn from the Bank/DTO clearly mentioning the last basic pension and allowances thereon may be furnished.

  16. Common Mistakes committed while furnishing Pension Cases to A.G. Office • Passport size photographs are found unattested by PSA. The attestation must be on the front side of photos. Joint Photograph with spouse should be furnished. • The spellings of the name of the employee as in Pension Forms should match exactly with Service Book (in capital letters). E.g. The name GURMEET can be written as GURMIT which leads to complexities at the time of payment to pensioner by DTO. • List of family members along with requisite information i.e. DOB/Age, marital status and occupation is often not supplied. • Pension application forms are not signed and countersigned by the retiree and the PSA respectively. • Ambiguous language in No due certificate such as “No house building advance” pending against the retiree instead it should be “Nothing is due against the retiree.” • Pension cases are submitted even if departmental enquiries are pending against the retiree whereas pension case should be submitted after the departmental enquiries are over. • Incomplete service verification in service book. • Non Qualifying period not taken into account while calculating Pensionary benefits.

Important points of attention for PSA • All the documents sent to A.G. office must be signed/countersigned by the PSA. • If any employee convicted of misconduct, insolvency or inefficiency action will be taken as per rule 2.5 of Punjab CSR vol.-II. • Promotion/ACP during extension in service is not to be admitted/sanctioned (after 30.10.2015). • Period of extension in service not to be counted as qualifying service (after 30.10.2015) • Counting of Ad-hoc service: To count Ad-hoc service rendered by the employee for the purpose of pensioner benefits necessary six conditions are required to be recorded under proper attestation in service book. • Benefits Non-admissible: Inadmissible Grade Pay, Annual Increments should not be granted to the employees by the respective DDOs.

Important points of attention for PSA (Contd……) • If any amount stands recoverable against the retiree on the date of retirement, the recovery may firsts be made and then the pension case be furnished because now payment of DCRG will also be made by DTO concerned instead of DDO therefore recovery out of DCRG is hardly possible. • Minor Family Pensioners: In case of minor children, pension is to be disbursed through natural Guardian or in case of dispute the Guardian appointed through court of law . • Family Pension in respect of Two series of Family: If deceased employee is survived by more than one widow, the family pension is to be distributed among them in equal share. Thus more than one set of family pension case is required to be prepared. In case of a predeceased widow or later death of a widow, her share of family passes her children and ceases to Govt on ineligibility .

Important points of attention for PSA (Contd……) • Court decision not within the extant Rules: On receipt of a judgement of the court which is beyond rule, the concurrence of Finance Department is required along with speaking order of the Administrative department while forwarding the case to AG office. In case it is a COCP/CWP and not accompanied by the concurrence of FD and speaking ordres and it is forwarded to A.G. Office, the same is liable to be finalised after a period of 15 days with deemed concurrence of Finance Deptt. to avoid stricture from the Court.

AG office is committed to: • To work on first-come, first served basis. • to process a pension case within 30 days and a revision of pension case within 90 days from the date of receipt in this office provided the case is complete in all respect. • Inform the status of a pension case to the Pensioners through Short messaging service (SMS). A message is sent on the receipt the case and again the message is sent at the time of disposal of that Pension case. This service is provided in those case only where the Mobile Number of the pensioner is available in pension papers.
