Roadmap considers the necessary steps to complete the main milestones of the process: • Workshopson 5 programmingprinciples • Draft Country Analysis, Comparative Advantages exercise and “Problem Tree” • Strategicareas of interventionalignedwithnationalpriorities • Planning Government and Civil Society Engagement • Identify support needed from ROs and HQ • UNCT division of costs and clear lines of accountability(who is taking the lead for each activity and who will be held accountable for delivery) Continuousupdate

  3. 3 Country Analysis: LessonsLearned • UNCT comparative advantages related to particular country challenges to make it useful for the priority setting. Be inclusive in the exercise. • The UNDAF Guidance Package emphasizes that UNCTs and their partners should determine the best use of available analytical resources to determine the UNCT’s contribution for guiding the selection of UNDAF priorities and results. • Apply a human rights based approach (HRBA) and ensure the programming principles mainstreaming. • Look into the MDG agenda and emerging issues. • Ensure “national ownership” ----counterpartsAgreement prior to SPR • The CCA shouldinclude a ProblemTreethat guides theanalysisintotheplanningphase.

  4. 4 SPR: LessonsLearned • Involvement of Government– not only at the technical level. Involve sectoral ministries and government representatives of sufficient position in the SPR to ensure ownership of the UNDAF by the entire government. • Involvement of Civil Society- should include poor, marginalized, and excluded groups. • Ensure that all the elements for a successful retreat are in place, in advance of the workshop: • UNDAF road map • completed UNDAF evaluation • Country Analysis (including problem tree), and • Comparative advantages exercise. • The engagement of the Resident Coordinator and Heads of Agency in all the discussions during the retreat is crucial to ensure a strategic focus.
