IRU – Role In The TIR Procedure • Organization & functioning of the International Guarantee System • Print & distribute TIR Carnets • Receipt of SafeTIR information & publish risk management information in CuteWise • Establishment of Agreements on the functioning of the guarantee chain with member Associations • Interim financing of the TIRExB and the TIR Secretariat by the transport industry.

  4. IRU - Facilitation 3.2 million road transport operations are crossing borders 30 million times per year using simplified Customs procedures.

IRU – Functioning of the Guarantee System • Notification (the procedure for notifying the Holder and Association of an irregularity) • Debt recovery (the action taken to recover the duties & taxes from the person(s) directly liable) • Claim (the conditions to be met before making a claim) • Time limits (for making a claim) • Payment of Claim (the time limit for paying a claim) • Reimbursement (of the claim should it be found that there was no irregularity or that the debt has been recovered from the person(s) directly liable).

IRU – NCTS-TIR • Relevant data elements of the TIR Carnet are introduced electronically in the NCTS system • The transmission between Customs offices in EU secured in the NCTS system • The pre-notification nightmare is resolved • In addition the foreseen electronic security pre-declaration requirements are met • A useful risk management tool is provided.
