    3. 3 Establishing and Building Relationships Determining who are the Players Government, NGO, Private Multi-Echelon / Interagency Federal, State, Local Understanding their Missions, Responsibilities, and Jurisdictions (legal authorities) Stafford Act, Economy Act, State and Local Laws Building Trust, Sharing Information/LNOs Mutual Participation in Joint Activities/Augmentation

    5. 5 Common Operating Picture and the Strategy For Homeland Defense and Civil Support “…….this expanded national security challenge necessitates an unprecedented degree of shared situational awareness among Federal agencies, with state, local, tribal, and private entities, and between the United States and its key foreign partners.” (p. 23) “Homeland defense and civil support are Total Force responsibilities. However, the nation needs to focus particular attention on better using the competencies of National Guard and Reserve Component organizations. The National Guard is particularly well suited for civil support missions.” (p. 35) “…..because the most critical element of successfully defeating threats to the US homeland is shared situational awareness, the Department will focus special attention in this area.” (p. 39)

    6. 6 National Defense Authorization Act –FY 2008 Requires the SECDEF: To do “an assessment of the readiness of the National Guard to perform tasks required to support the National Response Plan for support to Civil Authorities” To “ensure that each State Governor has an opportunity to provide to the Secretary an independent evaluation of the State’s National Guard”

    7. 7 RATIONALE FOR JOINT CAPABILITIES DATABASE (JCD) There will be additional terrorist attacks and natural disasters Events could be simultaneous, stressing response capabilities National Guard units will continue to be deployed to overseas theaters and may not be as readily available Focus on the Homeland requires greater partnership with all levels of government Situational Awareness: DoD and many levels of government must ensure they have current visibility of capabilities to support domestic operations

ARNORTH DHS FEMA JFCOM NGB Joint Staff Air National Guard Army National Guard Legislative Liaison NORTHCOM JCS OSD 54 States/Territories/District * Because JCD Access is Role Based, Some Users have Multiple Roles.
