  1. RIP cigarettes Reduced Ignition Propensity Cigarettes – An Introduction Meeting of the GPSD Committee 14 June 2006, Brussels

  2. RIP cigarettes What is a RIP cigarette? • A RIP cigarette … • when smoked and then left unattended, stops burning in 75% of the cases; • is tested according to US standard ASTM E2187-02b; • is NOT a “fire-safe” cigarette.

  3. RIP cigarettes How to achieve RIP? • Ultra-thin concentric bands (« speed bumps ») in cigarette paper restrict oxygen access to the burning end of the cigarette • « Speed bump » production technology is available • No chemical additives necessary

  4. RIP cigarettes How to test RIP? • US standard ASTM E2187-02b • Burning test cigarette placed on 10 layers of filter paper: Does it burn through the full length? • Out of 40 test cigarettes, 10 may burn through www.bfrl.nist.gov

  5. RIP cigarettes Situation in the Member States • Information transmitted to SANCO in late 2005 and early 2006 • Cigarette-related fires registered in some Member States only • Detailed fire cause not always clear – Cigarette left alone or cigarette stub thrown away? • No data available from several large Member States

  6. RIP cigarettes Situation in the Member States (cont’d)

  7. RIP cigarettes Situation in the Member States (cont’d) • Data on cigarette-related fires from 11 Member States1 provide that these MSs encounter every year • 10,000 fires • 460 deaths and 1,600 injuries • € 5 million of damage 1CZ, EL, EE, LV, LT, PT, SK, SI, FI, SE, UK

  8. RIP cigarettes Cigarette-related fire incidents in the UK 2003 (UK Fire Statistics 2003) • Cigarettes, cigars, pipe tobacco ... • ... caused only 8% of all accidental fires at home: 4,200 fires/year 1999 – 2003 (with carelessly disposed cigarettes causing 90% of such fires) • ... but were the most frequent source of accidental fire deaths at home: almost 33% of all such deaths

  9. RIP cigarettes Cigarette-related fire incidents in the US • US CPSC - 1997 data • 900 deaths (of which 140 children) • Cigarette-initiated fires are single largest cause of fire deaths in the US • 25% of all US fire fatalities occur when smoker falls asleep in bed or a lighted cigarette is dropped on couch or chair http://www.bfrl.nist.gov/info/fire_safe_cig/questions_and_answers.htm

  10. RIP cigarettes Cigarette-related fire incidents in Canada • Health Canada – data 1995 to 1999 • 14,030 fires from cigarettes, cigars, pipes • 356 deaths and 1,615 injuries • More than $200 million property damage http://www.hc-sc.gc.ca/hl-vs/pubs/tobac-tabac/rias-reir/index_e.html#description

  11. RIP cigarettes Legislative action in the US and Canada: All cigarettes to be RIP • New York State: 1 June 2003 • Preliminary impact: 30% reduction in deaths (42/year in 2001 – 2003, 28 in 2004) • Canada: 1 October 2005 • Vermont: 2006 • California: 2007 • New Hampshire: 1 October 2007 • Illinois: 2008

  12. RIP cigarettes Impact Assessment for 11 EU MSsBased on Health Canada approach • Baseline scenario1, 2: Annually ... • 10,000 fires • 460 deaths and 1,600 injuries • €5 million material damage 1 11 MSs: CZ, EL, EE, LV, LT, PT, SK, SI, FI, SE, UK 2 Health Canada approach: http://www.hc-sc.gc.ca/hl-vs/pubs/tobac-tabac/rias-reir/index_e.html#description

  13. RIP cigarettes Impact Assessment for 11 EU MSs (cont’d)Based on Health Canada approach • Reduction of fires • Scenario 1: 68% reduction of fires, etc., to take into account that furniture may ignite more easily than ASTM test indicates: 68% of RIP cigarettes extinguish in practice (instead of 75% in the test) • Scenarion 2: 34% reduction of fires, etc., to account of easily ignitable fabrics, paper in paper in bins, air flows, etc.

  14. RIP cigarettes Impact Assessment for 11 EU MSs (cont’d)Based on Health Canada approach • Benefits through RIP cigarettes • Scenario 1 (68% reduction): Prevention of • 6,800 fires • 310 fatalities and 1,100 injuries • €3 million damage • Scenario 2 (34% reduction)

  15. RIP cigarettes Impact Assessment for 11 EU MSs (cont’d)Based on Health Canada approach • Economic impact • If compliance cost entirely absorbed by cigarette manufacturers: Reduction of operating profits by 2.9 – 5.9% • If costs entirely on prices: Price increase of cigarettes of 0.2 – 0.4% • With price elasticity of demand of -0.4 • Price increase of cigarettes of 0.08 – 0.16% • Reduction of manufacturers’ operating profits by 0.08 – 0.16%

  16. RIP cigarettes Thank you for your attention.
