  1. Homeland Infrastructure Foundation Level Data (HIFLD) Working Group September 10, 2008 Richard Driggers Director, Infrastructure Information Collection Division Office of Infrastructure Protection National Protection and Programs Directorate

  2. Overview Regional HIFLD Concept Mission HIFLD Evolution Requirement Enhanced Horizontal Data and GIS Integration Mission Gap Value Add Objectives Out reach Focus Horizontal and Vertical Integration Implementation Metrics Summary 9/8/2008

  3. Regional HIFLD Concept Mission Work with HIFLD members and contributing partners in the PSA Areas involved with Homeland Security, Homeland Defense, Civil Support, and Emergency Preparedness and Response to promote domestic infrastructure information gathering, sharing and protection, visualization, and spatial analysis

  4. Regional HIFLD Mission Requirement • Requirement for increased and sustained collaboration expressed by: • National State Geospatial Information Committee (NSGIC) • National Association of Counties (NACo) • Infrastructure Information required prior to incidents for training and planning to enhance preparedness, response, and recovery • Extend Awareness and Reach of Federal Infrastructure Protection resources • Strengthen Federal – State – Private Sector Partnerships • We are doing this on the protection and security fronts. • Focus on Data and GIS interaction and collaboration • Savings of $Ms spent on commercial data

  5. Mission Gap – H/V Data and GIS Integration • Partnerships (w/ data and GIS counterparts at the S&L level) • Critical component for true data integration and exposing data services • Critical to coordinated remote sensing operations • Enhanced Data Management – Requirements, Access and Information Sharing, Collection, Standards, Protection • Infrastructure data is not just tubular or flat its geospatial, imagery, video • Infrastructure data is not just shared via PC - leverage & expose sensor data (context!) • Increased Awareness of Federal Support, Data, Tools and Training • Help level the playing field between States and Counties with and without resources to leverage infrastructure data for their Infrastructure Protection programs • Accelerate build of HSIP Freedom (Federally acquired data provided to S&L gov.) • Increased data population of the Infrastructure Data Warehouse • Increased coordinated preparedness and situation awareness down to the County level HIFLD Regional Concept will close this critical gap!

  6. Value Added Objectives • Enhanced situational awareness and support to HLS/HD infrastructure protection activities at the S&L Level • Integrated GIS efforts • Collaboration and dynamic sharing of data • Enhanced support for Infrastructure Protection field operations • Meet ASIP's Guidance: • provide better geospatial products / capabilities for PSAs • Leverage remote sensing capabilities to enhance infrastructure protection • Structured Data Management - Continuously improve HSIP Gold infrastructure data and accelerate the build out of HSIP Freedom data sets • Decrease Infrastructure data buys over time • Contribute to the National Information Sharing Environment • Federal and State Government geospatial data and information sharing • Provide education and awareness of Federal data management and GIS efforts to the PSA Areas • Understand and help resolve regional data and technical requirements and issues • COOP Data Service – IDW for States, States for Counties and Counties for Cities

  7. Outreach Focus • State Government (New) • State GIS Coordinators / GIOs • State CIOs • State CIKR Sector Leads • NACo GIS Representatives • National Association of Cities GIS Representatives • State and County data managers • Industry (New) • Remote Sensing Providers • Geospatial service providers • Insurance • Assessors • Data Providers • Associations (New) • Water, Power, GIS, Emergency Management, others • Federal Government (ongoing) • DHS PSAs, PSAAs, IAs and Partnership and Outreach Division • USCG • Customs and Border Protection • FEMA GIS Leads – MapMod Leads • EPA GIS Leads • National Guard SJFHQs, CIP-MAA & WMD-CSTs • USGS State Liaisons, US Fish & Wildlife, US Forest Service Bureau of Land Management • USDA • Commerce, NOAA for Coastal and Census • USACE • FBI FIGs and InfraGard • DOE • TSA – Airports / Ports / Trains • HHS • DoD Facility Managers • NORTHCOM and components • USPS All data and context to data is local!

  8. Horizontal / Vertical Infrastructure Data Management • Get data to the States • Build and Share “Composite Layers” for National, Regional and State Infrastructure for HSIP Freedom and HSIP Gold • Same Data Serving Multiple OGC Viewers - ESRI, Google, Microsoft, WEBEOC • Build Understanding of Regional Interdependencies This will take time…can’t be done without sustained partnerships.

  9. Personnel Requirements • National HIFLD – 1 • Regional IEBs – 16 • GIS/A for PSAs – 8

  10. HIFLD Phased Implementation • Phase I-III: Complete • Phase IV Alpha: Information Gathering (Store in Geodatabase/Shapefile) • Identify Federal Sponsors (DHS/IICD, NGA, DCIP, ISE PM, USGS) / Leads for each Area (PSA) • Prioritize PSA Areas for implementation based on resources (2-3 initially) • Identify PSA Area Participants and Collect Contact Information • Identify Regional / State Meetings that already exists – LEVERAGE • Identify Regional Staffing • Phase IV Bravo: Layout Regional Meeting Schedule • Layout Regional Themes and Venues • Layout Initial Agendas (common thread – infrastructure data and GIS support to NIPP/DCIP) • From FEDs: HSPD-7, NIPP, DCIP, HSIP Freedom/Gold, FEMA, EPA, FGDC, HLS, GIS Inventory, DISDI, NORTHCOM, Remote Sensing Capabilities, GDM, FEMA MapMod, NOAA Coastal Data • Applications / Models: iCav, DHS Earth, C/ACAMs, SAGE, BZPPs, IST, CAPTAP • From Regions: State Organizations, Projects, Geospatial Data Efforts; Requirements Gathering and Data Collection, Data Sharing Effort • Evolve into Data and GIS Technology Integration Activities • Data / Geospatial Resource website for each PSA Area on HIFLD website • Remote sensing coordination, integration, and leveraging • Regional HIFLD Data (HSIP Gold and Freedom) Feedback Mechanism • Integrate Webinars, VTCs, Lessons Learned, Data Collection Strategies / Implementation Plans

  11. Metrics / Measures of Success • Increased participation/demand for Infrastructure Protection data/GIS Services • IT and MTI Tools, Training, Data and Products • Participation in working groups • Data Layer Sharing • HSIN Accounts, iCAV Accounts, HIFLD WG Membership, ACAMS Data Input • Infrastructure Analysis Product Sharing • Model Output Sharing • HSIP Requirements / Sources Feedback and Refinement • Better, faster and cheaper data • Increased awareness to GCCs / SCCs on how data and GIS can support the partnership model • Import and Export of Good Practices • Increase use of data and tools in Regional Response Preparation and Planning

  12. Summary • Meets ASIP guidance to get better support to PSAs & the state and local community • Meets PSA program’s primary goal to build and sustain effective CIKR partnerships and coordination mechanisms • Provides data, information and applications to State Governments • Strengthens Federal – State preparedness for Homeland Security / Defense • Data Sourcing for HSIP Freedom and infrastructure protection • Model for National Information Sharing Strategy and Information Sharing Environment • Cost sharing across agencies to meet common mission goals
