  3. Public meetings organized by the council : • They depend on the fields of expertise • They only have a consultative role • Their objectives : • Projects are presented to the inhabitants • The inhabitants may take part in the public debate

  4. Youth Councils • 1) A participative organization • An initiative of the ‘Youth Board of Cyprus’  • Young volunteers belonging to organizations for young people • Objectives: • To overcome the weaknesses of these organizations • To enhance young people’s perspiration

How they function: • Structure: • 20 members at the minimum • 1 year of existence at the minimum • 1 representative by each member-organization • An executive committee: • A 2-year mandate • Majority decision-making processes • The financing: • Grants from the ’Youth Board of Cyprus’  • Grants from municipalities and the Home Office

  6. ICT and information • A national initiative that aims at... • Promoting e-democracy and e-participation • Delivering a better information • Improving transparency in decision-making • Making the country’s image more modern

A National initiative taken over by the local councils • Web-sites are duplicated: • With possible participation of the citizens • With communication tools for the elected members • Web-sites shorten the distance between citizens and politicians • Web-sites are independent from the traditional media

  8. One very special example: the city of Limassol • Partnership with the ‘ Frederick Institute of Technology’ • Calling for professionals to develop knowledge about the local government system (as a complement to compulsory voting) • Organise conferences and debates • Shaking exceeding local conservatism • Incorporating the local communities into national debates

  9. Conclusion • A country in the process of decentralization • But the tools for participation are still under-developed.
