Achievements • 1st in Production & export of Basmati rice • 3rd Largest producer of wheat • 2nd in wheat productivity • 2nd largest contributor to the Central Food Grains Pool • Contributed 52.36 lakh MT of wheat to the Central Pool during 2007-08 • Pioneer in the adoption of zero tillage technology

Contd… • Excellent monsoon rainfalls received. • Record Production and Productivity of Bajra and Paddy anticipated. • 1.49 lakh ha. more area covered under foodgrain crops • 4.90 lakh tonnes more kharif foodgrain production anticipated. • Cotton productivity likely to exceed 700 kg lint/ha. • Substantial increase in Area under Guar crop. • Good September rains may boost the Rabi prospects especially Sarson & Gram Crop.

Strategy to increase wheat productivity & Production • Massive AwarenessCampaign from 15th October • Early/timely planting (By 15th Nov) • Location specific varieties • - Eastern Part - (WH-542, WH-711,PBW-343, PBW-502) • - Western & Southern Part (WH-147, WH-711, PBW-343) • - Late Sown conditions (PBW373, Raj-3765, Raj-3077) • Increased Seed replacement rate (27%) • Seed treatment to be promoted to protect from seed & soil borne diseases • Sowing with zero till seed drill (7.00 lakh hac) • Use of gypsum in high Ph soils • Use of micronutrients to mitigate micronutrients deficiency • Weed management.

RASHTRIYA KRISHI VIKAS YOJNA • Sanctioned/Released during 2007-08:- -Rs.1592 lakhs - under Stream I -Rs.530 lakhs - under Stream II -Rs.190 lakhs for C-DAP (Comprehensive District plan) • Funds could not be utilized due to procedural change and release of fund at the fag end of financial year. • Funds revalidated by GOI. An amount of Rs.1541 lakhs has been utilized. • Draft C-DAP for all 20 districts prepared. allocated Contd…

Contd… • Approval of C-DAP by District Planning Committee under process. • Rs.74 crores tentative allocation for 2008-09. • Main focus on - Soil Health improvement, strengthening of soil testing laboratories - Micro irrigation and supply of quality pesticides - Quality Murrah Bulls, Reproductive health management, outsourcing of artificial insemination services, Fast genetic improvement of cattle by using semen etc. - Adequate funds for Fisheries and Horticulture development Next Meeting of SLSC on 26.9.08 under the chairmanship of Chief Secretary for approving project proposals.

EXTENSION • ATMA - being implemented in the entire State. • State Extension Work Plan amounting to Rs. 957.05 lakh for the year 2008-09 has been prepared and submitted to Govt. of India. • SREP under print and likely to be submitted to Govt. of India. • Farm schools organized at block level. • New Magazine ‘Krishi Sanvad’ with a special focus on Agriculture launched. • Farmers Development workshop and exhibitions were organized at Sirsa, Kurukshetra, Rohtak & Rewari. • District level farmer awareness camps organized. • Kisan Clubs constituted at each District. • Involvement of private sectors in extension. • Extensive use of electronic & print media

Massive campaign for educating Farmers to make balanced use of fertilizer planned. • Organization of Farmers Training camps and distribution of soil health cards. • 58668 soil health cards distributed in the State during 2007-08. • 300000 soil health cards targeted to be distributed during 2008-09 (103419 distributed during 2008-09 (upto August, 2008).

  26. QUALITY CONTROL MECHANISM • State has notified 323 Insecticide, 185 Fertilizer & 83 Seed Inspectors to draw samples of agriculture inputs. • Three State Pesticides Testing Laboratories are situated at Karnal, Rohtak & Sirsa with annual analysis capacity of 3300 samples and one new SPTLs is being established at Panchkula with additional capacity of 1100 samples. • Three Fertilizer Quality Control Laboratories are located at Karnal , Rohtak & Hisar with annual analysis capacity of 5100 samples.. • State Seed Testing Laboratory situated at Karnal with annual analysis capacity of 10,000 samples. • Plan to establish one new seed testing laboratory at Sirsa. • Action has been taken against defaulters as per provisions of relevant Act, Order and Rules. • Distribution of fertilizers is effected in State through 2572 institutional and 6790 private, insecticides through 870 institutional and 6040 private and seed through 108 cooperative and 7064 private outlets.

NATIONAL HORTICULTURE MISSION • Holistic development of Horticulture • Development and marketing infrastructure - Phase I Total budget sanctioned Rs.67 crores by GOI, Rs. 25 crores already been incurred. - Phase II Project Rs.493.16 crores estimated and submitted to GOI by State Govt. • 2007-08 Budget allocation - Rs.107.08 crores • 2008-09 Budget in principal has been approved - Rs.210.93 crores • Community tanks and Mushroom production has been taken as innovative components. • Community tanks constructed during 2007-08 - 408 and during 2008-09 (Target) - 453 • 2 projects of vegetables and fruits under Indo-Israel work plan to be taken. • Area covered under fruit crops - 4000 ha. (2007-08) - 5000 ha. 2008-09 (Target)

MARKETING • Excellent Marketing Infrastructure • 106 principal yards • 180 sub yards • 178 purchase centres • HSAMB has set up agriculture produce markets with modern facilities • Modernization of Mandis under the aegis of NHM • Bye- Laws of Market Committees stipulated for provision of cleaning and drying facilities etc. • Extensive publicity campaign through Food & Supplies Department and HSAMB. • Display Boards are being installed in major mandis for apprising the farmers with prices of commodities • Contract Farming is being implemented since 2007

  29. BEST PRACTICES ADOPTED • Green manuring with dhaincha crop to improve soil health. • 2007-08 - 1.30 lakh acre • 2008-09 - 2.60 lakh acre • Weaning away the farmers from cultivation of summer paddy through motivation approach • Summer moong promoted to replace Summer Paddy (Saathi). • Adoption of resource conserving technologies • Zero tillage • Straw Reaper & Reaper Binder • Lazer leveller • Rohtavator • Promotion of Ring-pit method in sugarcane.
