  2. Presentation Outline • Why Did We Pursue a Height Mod Grant? • Problems with the Network • Additional Benefits Expected • How Did We Get an HM Grant? • Activities • What Do We Plan to Do Under AZHMP? • 10-Year Plan • Near-term Plan

  3. Why Did AZ Pursue a Height Mod Grant? • Vertical Control Network Issues • Dated • Latest “Campaign” Leveling in 1992 • Not All Marks are NAVD 88 • Subsidence

  4. 1967 - 1980; Elevation Change DU01050 -2.302 ft DU01051 -2.282 ft 0.73 miles 2006 – Elevation Change (error) could be double, i.e. -4.604 ft & -4.564 ft, from published 1980 elevation (last year of leveling)

  5. Why Did AZ Pursue a Height Mod Grant? • Vertical Control Network Issues • Dated • Latest “Campaign” Leveling in 1992 • Not All Marks are NAVD 88 • Subsidence • Sparse Where We Need It • Development = Bulldozers = Lost Marks • Additional Benefits • Tie the PLSS to the Network • GDACS Project

  6. How Did AZ Get a HM Grant? • Activities • “Talked HM Up” @ AGIC & APLS - 2003 • HM Forum in Spring 2004 • Congressional Delegation Briefings • AZ State Cartographer & Private Sector Representatives • Local and D.C. Offices Visited • AZHMP 3-Ring Binder • Discuss APPLICATIONS & BENEFITS to the Public, not what you’re going to do! • 10-Year Plan • AZHMP 1-Pagers (Leave Behinds)

  7. AZHMP 10-Year Plan • Establish Arizona Spatial Reference Center • Survey Support (Contracts, Bluebooking, Advise) • Data Archival & Dissemination Services • Outreach / Education / Coordination • AZCORS (CORS/COBS) • Statewide GNSS Base station network • GNSS-based Statewide 3D Control Network • Leveling • Analysis of Network • Leveling Where Needed • Research

  8. AZHMP 10-Year Plan

  9. AZHMP - Funding • FY06 Funding - $428K • Grant (a.k.a. earmark) through NGS to Arizona State Lands Department • Managed by State Cartographer’s Office (SCO) • Plan Developed with SCO Advisory Team • Private and Public Sector Membership • FY07 Grant Applied For • Looks Promising, but No News Yet So: How Do You Do $2M+ Worth of Work with $428K?

  10. Survey Mini-GrantsPartnership 1 • $10K grants to local government to support AZHMP surveys • Funding for 7 grants available • Qualifying Surveys must; • Comply with AZHMP specifications • NGS-58 • Establish 10 new 3-D stations • Be published by NGS (i.e. bluebooked and accepted) • Funds transferred to Local Govt. agency • Agency responsible for accomplishing survey • Supports Local Businesses • Streamlines Contracting Process

  11. AZHMP-Funded AZCORS SitesPartnership 2 • AZHMP agrees to: • Provide equipment & license for 9 sites • Operate Station • Distribute Static & Real-Time data • Partner provides some combination of: • Facility for base station • Funding support • Equipment, installation, etc. • Location Must Support AZHMP Goals

  12. Partner-Funded AZCORS SitesPartnership 3 • Partner agrees to: • Buy base station under AZHMP contract • ~$15K (equipment & software license) • Keep Station as part of AZCORS for 3 years • Provide Site that meets AZCORS criteria • AZHMP agrees to: • Operate and manage station • Distribute Static & Real-Time data • Partner can be Private or Public Sector • Partner does not even have to be in AZ

  13. FY06 Spending Plan – pg 1 • Establish AZ Spatial Reference Center (ASRC) • Virtual facility (computer in a closet) • Located at AZ Counter-Terrorism Information Center (AcTIC) • Manages/Operates AZCORS • Distributes AZCORS Data • Static data (1Hz & 10Hz) download site • DGPS stream for Vehicle Dispatch and Mapping via IP (digital wireless) • RTK data stream (single base, not network) via IP • Non-AZHMP funded Network RTK being Discussed

  14. FY06 Spending Plan – pg 2 • Establish AZCORS • AZCORS partner-funded stations • 9 AZHMP-funded stations • Page, AZ location already selected to support partnership with Utah • Co-opt existing CORS/COBS • Cost & No-Cost options for Partners • Support Mini-Grants • Conduct Outreach • Workshops • AZHMP Briefings/Presentations

  15. Long-term Goal for AZHMP Migrate AZHMP from Federal, Grant-based Funding to State, Programmatic Funding • Build Partnerships with Federal, State and Local Agencies • Utilize Partner Resources to Implement AZHMP and Gain Additional Program Support • Seek Additional Funding Sources • FEMA Grant(s) • Homeland Security Grants • Demonstrate and Document Public Benefits of AZHMP

  16. Do You Need a HM Grant to Move Forward? • Gila County • Approximately 122 Stations set • FEMA partnership on Tonto Basin saved ~ $265K – 30 sq. mi. • 28% savings on aerial mapping costs • Cochise County • Approximately 138 Stations Set • Requiring ties to network for County GIS • 38 Stations Simultaneously Observed in Last Survey • 2 Companies Turned Down
