Lessons Developing country: partners Strong support from Cabinet political champion to promote for buy-in institutionalise process asap (GWM&E) use space created now for difficult times ahead Support from Treasury/ Finance extensive reforms driven by treasuries knowledge-able staff, understand accountability indicators in budget request
