Financing • The FM was signed on 24.11.2000: • budget - 2,1 MEUR: • 0,6 MEUR for twinning • 1,5 MEUR for software development • expiry for contracting - 31.12.2002 • end of disbursement - 31.12.2003 • Estonian co-financing - 0,5 MEUR: • 299 000 EUR for TARIC server and 51 000 EUR for the Swedish TARIC documentation (in 2002)

Twinning (code: EE00/IB/FI-02) • 04.12.2000 - presentation of MS proposal in the EC Delegation • 19.12.2000 - Estonian decision to twin with Sweden • 19.11.2001 - Covenant was finally submitted to the Steering Committee • 05.12.2001 - Covenant received uncon-ditional approval from Steering Committee • 19.12.2001 - notification from Delegation

  4. What is done in 2000/2001? • The Estonian Government approved the strategy and development plan of Estonian Tariff on 11.07.2000. • The Inter-ministerial Commission was constituted for controlling the strategic path of Estonian Tariff • 5 Inter-ministerial Commission meetings have been held

What is done in 2000/2001? • The project organisation was established (decree of DG of ECB on 6.10.2000) • An internet-based administrative and query software module has been developed for national measures • Fact finding for TARIC understanding has been effected (2 workshops seminars lead by MS, 3 study visits, 1 exchange officials study visit)

  6. What is donein 2000/2001? • Choice of MS TARIC system was made: • The Swedish TARIC will be used as the basis • Feasibility Study document has been issued • Project methodology has been chosen: • RUP - Rational Unified Process

  7. WHAT is done in 2002 ? • 07.01.2002 - Twinning started • 16.01.2002 - Twinning awareness seminar was held • 16.01.2002 - Service contract forecast for software development for MTS was published in OJ

  8. Project phases Duration - 18 month • Phase 1: System specification/ Tender process • January 2002 - September 2002 • Phase 2: System development and testing • September 2002 - May 2003 • Phase 3: Training/Roll Out • May 2003 - June 2003
