  1. Incremental Measure Progressand R3 Conditions Report Status Discussion R3 Water Programs Meeting May 12, 2009

  2. Current Progress • Analytical Framework Established • Data Accessed and Reviewed • Core set of parameters – TP, TN, TSS • Second set of data analyses, outputs • Display Options Proposed • Measure Language Proposed

  3. Current Progress • Region III Census Data Compiled • Current Biologic Assessments Mapped • Station Spatial Analysis Begun • Shared Dialogue Benefits

  4. Current/Near-term Actions • Consensus on Display Option • Refinements of Census Information • Identification of ‘Footnote’ Issues • Work Group Call on May 21 • Input for June 3-4 R3 Water Directors’ Meeting

  5. Future Discussions • Regionalization Issues – Data Displays • Refinements in Biologic Summaries • Bay Watershed Composite • Region 3 Composite

  6. Census Data Observations • Approximately 70% of the R3 182,000 stream miles have been assessed. • Of the assessed total (128,000 miles), two-thirds (86,300) are fully supporting aquatic life use. • R3 has 33,000 Category 5 stream miles (18% of total stream miles) impaired for aquatic life use.

  7. Census Data Observations • Nearly 12,000 stream miles have had TMDLs completed (Category 4A) and this figure has increased 267% in just 4 years (2004 to 2008). • 2,381 waters in the 2002 impaired water inventory have had TMDLs completed for all listed impairments.

  8. Biologic Data • Captured a ‘Regional view’ – six component pieces. • Documents extent of current assessments. • Coordination with CBP efforts. • Provides a solid foundation for future Regional discussions.

  9. VADEQ Assessment Results • Red: not supporting • Green: supporting

  10. Measure Language Options • Reportof a core set of parameters (e.g. TN, TP, TSS) with improving trends in water quality results in comparison to reference period. • Reported as percentage gain in defined higher water quality interval. • Reported as index score gain based on average results in a year.

  11. SRBC Data Analysis

  12. West Virginia Water Temperature

  13. Discussion • Display options. • Measure language refinement. • What documentation is needed. • What issues need to be identified.

  14. Kendall Trends • Formal statistical application to data. • Seasonal, 12 monthly blocks. • Covariance sum test for independence of seasons Hirsch and Slack (1984). • Epsilon treatment of remark coded values, (pH − pH_epsilon , pH + pH_epsilon).

  15. Kendall Trends on 117 Estuarine Long Term Stations

  16. Kendall Trends confirms Nitrogen Interim Measures y = 0.0136x + 3.0004 r^2 = 0.1105
