  1. PRR 548 Settlement for Mismatched Inter-QSE Energy Schedules

  2. From PRR 548, section 4.7.2 (2), (a) If ERCOT detects a mismatch in the scheduled quantities or Congestion Zone designation for an Inter-QSE Trade for energy, ERCOT shall promptly notify both the receiving QSE and sending QSE that a mismatch exists and shall allow them fifteen (15) minutes to resolve the mismatch and submit modified schedules. Operationally, nothing changes. Parties with mismatched schedules still receive mismatch notifications

  3. From PRR 548, section 4.7.2 (2), (b) If mismatched Inter-QSE Trades are not resolved in the allotted time, then ERCOT shall consider any amount of a mismatched Inter-QSE energy schedule submitted by a QSE as a Resource which exceeds the corresponding Inter-QSE energy schedule submitted by a QSE as a Load as a “mismatched amount delivered to ERCOT.” ERCOT shall also consider any amount of a mismatched inter-QSE energy schedule submitted by a QSE as a Load which exceeds the corresponding Inter-QSE energy schedule submitted by a QSE as a Resource as a “mismatched amount received from ERCOT.” ERCOT will use these amounts to settle with each offending QSE as specified in Section 6.9.8, Settlement for Mismatched Inter-QSE Energy Schedules. Additionally, ERCOT will charge a mismatched schedule-processing fee for providing this service.

  4. From PRR 548, section 6.9.8 The mismatch amount delivered to ERCOT for each QSE for each zone shall be any amount in the mismatched inter-QSE energy schedules submitted by the QSE as a Resource which exceeds the corresponding Inter-QSE energy schedule submitted by a QSE as a Load. The mismatch amount received from ERCOT for each QSE for each zone shall be any amount in the mismatched inter-QSE energy schedules submitted by the QSE as a Load which exceeds the corresponding Inter-QSE energy schedule submitted by a QSE as a Resource.

  5. Mismatch notification sent to parties with mismatched schedule starting at 11:00 and continuing until: Mismatch is cleared End of the adjustment period Both parties receive a mismatch notification No change due to PRR 548 Operations

  6. Settlement • Currently three scenarios: • Mismatch due to no counter-party • Mismatch due to different zones submitted by QSEs • Mismatch due to scheduling different amounts between counter-parties • PRR 548 only addresses Scenario 3. • Scenarios 1 and 2 will continue to be resolved in settlements as they are today.

  7. Settlement Current Mismatch Settlement A difference in the scheduled amount, zone or QSE in the schedule entered by each counterparty QSE A QSE B Resource Obligation MISMATCH Resource Obligation 1,000 MW A North 1,000 MW B North 1,200 MW A North 1,200 MW B North

  8. Settlement Current Mismatch Settlement To clear the mismatch, ERCOT replace the counterparty with a schedule to or from ERCOT. Each party then pays, or is paid by the market for the power. QSE A QSE B Resource Obligation Resource Obligation 1,000 MW A North 1,000 MW B North 1,200 MW A North 1,200 MW B North 1,000 MW ERCOT MISD 1,200 MW ERCOT MISR

  9. Settlement Current Mismatch Settlement MCPE = $20 QSE A MISD = -1 * MISAMTD * MCPE MISD = -1 * 250MWh * 20 MISD = -$5,000 QSE A is paid $5,000 QSE B MISR = MISAMTR * MCPE MISR = 300MWh * 20 MISR = $6,000 QSE B pays $6,000 The extra $1,000 goes to purchase 50MWh of balancing necessary Protocol 6.9.8

  10. Settlement PRR 548 Mismatch Settlement A difference in the scheduled amount, zone or QSE in the schedule entered by each counterparty QSE A QSE B Resource Obligation MISMATCH Resource Obligation 1,000 MW A North 1,000 MW B North 1,200 MW A North 1,200 MW B North

  11. Settlement PRR 548 Mismatch Settlement To clear the mismatch, ERCOT replace the counterparty with a schedule to or from ERCOT. Each party then pays, or is paid by the market for the power.
