Protection & Rescue / Ministry Structure Overview • Ministry of Security BH in the area of protection of civilians and property has competencies in: International cooperation and internal coordination,Strategic planning of protection and rescue measures,Structure and training. • Civil Protection Sector has 3 departments covering above stated competences • After passing of the Law on Protection and Recsue, protection and rescue system will be improved (DM Authority and Operations Centre-112 are established, etc.) • Entities’ PR organisations are financially autonomous from the State level, imaju svoje zakone o zaštiti i spašavanju u skladu sa čim organiziraju operativne snage

  6. Regoional cooperation • Project Title: 1. Building of legislative basis and institutional capacities for Disaster management (UN Project), comprising: • Expertise and financial support in drafting of Law on protection and rescue at the State level; • Equiping and training of DM Authority, based on Hyogo Decl Implementators: UNDP BH Office, MoS BH Other relevant projects: 2. Regional Project of Harmonization of Seismic risks maps (owner of the Project: DPPI SEE countries), ongoing project; 3. Regional Project of JERU against floods (also owned by SEE countries), ongoing project

REGIONAL COOPERTION • Cooperation Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Croatia on protection in cases of natural or other disasters signed on June 21, 2001. • Standard operational procedures between the Protection and Rescue Directorate of the Republic of Croatia and MoS of B&H considering cross-border assistance in open fire management • Cooperation Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of Montenegro on protection in cases of natural or other disasters signed on September 7, 20073. • SOP between MoS and MoI and Public Administration of Montenegro in the cases of natural and other disasters. • Memorandum of Understanding between the Ministry of Security of Bosnia and Herzegovina and Italian National Agency FORMEZ, signed on November 2, 20044. • Memorandum of Understanding in the area of protection and rescue of people and assets in cases of natural and other disasters between the Ministry of Security of Bosnia and Herzegovina and Danish Emergency Management Agency – DEMA, signed on November 15, 2006

REGIONAL COOPERATION Under development • Cooperation Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the FYR Macedonia on protection in cases of natural or other disasters • SOP between MoS B&H and Protection and Rescue Directorate of the Republic of Macedonia considering assistance in the cases of natural or other disaters • Cooperation Agreement between the Council of Ministers of Bosnia and Herzegovina and the Government of the Republic of Serbia on protection and rescue in cases of natural or other disasters • Memorandum of Understanding on the Institutional Framework of the Disaster Preparednessand Prevention Initiative for South Eastern Europe • Memorandum of Understanding on facilitation of border crossing for civil convoys of international aid – NATO document • Participation in International protection and rescue excersise “IDASSA 07” ( 1 medical care team – 11 participants and 2 representatives in the Group for Scenario and Control of Excrsie) • multilateral (NATO/PfP, CMEP SEE, ICDO, RCC SEE

PLANNED ACTIVITIESIN THEUPCOMING PERIOD • Retrieving the Law for protection and rescuing people and material goods against natural and other types of disaster in B&H (June 08) • Establishing the B&H Protection and Rescue Coordination Body for protection and rescue (july 08.) • The establishment of the B&H Operational Comunications Center – 112 ( I and II phase – end of 08) • Disaster risk analysis development (natural and other types of disasters) (end of 08) • Devising of a Strategy for protection and rescue system development in B&H • Devising of a Protection and rescue plan in B&H • Participation in International protection and rescue excersise “USSIMAA 08” (1 diving team – 4 members and 2 representatives in Group for scenario and control of excersise) • Continuing cooperation with NATO • Strengthening and development of regional cooperation

Proposed Project -Building of OC BH -112- Layout • Description: Operations Centre 112 shall be a hub for other OCs in BH and enhances regional safety by: monitoring and right time detection, identification and notification of risks; better local and regional monitoring and information sharing & networking for effective and efficient co-ordination of emergency response. • Geographical scope: This is micro project of benefit for BH but also of great significance for regional cooperation (share of common transboundary risks). • Functional scope: SEE region faces with common risks- wild fires, floods, seismic risks, technical risks, epydemics, terrorist threat, and BH is also disaster prone country. • Purpose: project focuses on monitoring, right time detection of risks and information sharing, communication and coordination of response efforts. This is also distinct message of readiness of BH to contribute to regional safety.

Key Organisations & Stakeholders • Key organisations, i.e ministries, according to relevant laws in BH are: • Council of Ministers of BH, authority that decides on establishing OCBH-112; • Ministry of Security of BH (where already exist 2 OCs- BP and SIPA) as PoC in emergencies; • Ministry of Defence of BH as authority of providing military support to civil authorities in emergencies; • Ministry of Communications and Transport of BH, and Regulatory Communications Agency as authorities of providing legal and technical support (in defining and provision of technical and projecting requirements for the system and sub-system in BH, and other business); • Authorities of Entities and Brcko District of BH as part of the sub-system, linking their OCs in network with OC BH-112 (relevant institutes are involved inhere, too)

Key Organisations & Stakeholders • Key Stakeholders, which are or might be involved in the Project: • NATO/EADRCC (support in standardization of terminology and operative procedures of broader use, and in recommendations for meeting requirement for use of standard equipment enabling networking and right time and secured links); • Potential donours (governments and companies), whose offers shall be generously considered and more than welcome.

  16. Project Objectives • Based on lessons learned in the region and throughout the World regarding monitoring and information (e.g. tsunamies, hurricanes, fires, dam failure and floods) this project has no alternative (first information) and has the following objectives: - interrior networking of all OCs in BH (their linking with OCBH-112 as a hub for M&I of risks) for the increase of prevention and preparedness capabilities of the State; - decrease of impact of natural and man made disasters on local communities and countries in neighbourhood; - better networking and share of information with OCs in other countries in the SEE region and OCs of IOs (NATO/EADRCC, UNOCHA, MICEU)

Project Planning • Milestones to date Project shall be implemented in 3 phases, in time constrained period. • Phase – legislation basis and Conceptual Project of OC BH – 112; by January 2008. • Phase – preparation - legal paperwork, technical works, software installation and modeling of data processingand training of staff in OC BH-112, and software installation and training of staff of OCs in entities and District, period of implementation by end of 2008. • Phase - Implementation – work of OCBH and OCs in entities and District; implementation begins not later than the spring 2009.
