Sharing SSA Data • End State: Foster sustainability, stability and security of the space domain, free access to and use of space, mission assurance, and improved overall SSA • Ways: • Exchange information with commercial owner/operators and foreign governments • Expand U.S. interagency relationships • Improve USG-provided services

  9. Sharing SSA • Means: • Basic services through www.space-track.org • Advanced services in accordance with SSA sharing agreements • Emergency notifications to owner/operators for close approaches

  10. Basic Services • Information available on www.space-track.org with approved accounts • Information includes current and historical positional data, decay data, and space weather

Advanced Services • SSA Sharing Agreement required • Services offered • Conjunction Assessment in support of close approach predictions, de-orbits, re-entries, end-of-life disposal, collision avoidance maneuvers, launches • Launch Support – deconfliction windows and early orbit determination • Anomaly Resolution • Electro-magnetic/Radio Frequency Interference Resolution • Will ask for SSA information in return • Positional data, maneuver plans, launch parameters, anomaly or interference indicators, status & health • Info needed to provide those services requested

  12. Advanced Services • Services delivered via www.space-track.org (primary) or email (secondary) • Request services via online Orbital Data Request (ODR)

Emergency Services • JSpOC screens all active satellites for close approaches against the space catalog daily • Notifies owner/operators of 20-30 close approaches daily • Notification format is Conjunction Summary Message (CSM) • Notification made via email or telephone, depending on available contact information

Status of Agreements Process • USSTRATCOM has authority to negotiate and conclude SSA Sharing Agreements with commercial owner/operators • USSTRATCOM request to negotiate international SSA Sharing Agreements with foreign governments or inter-governmental organizations is still in the inter-agency review process

  16. Way Ahead • Improve quality of SSA services • Web-based services • Improve Joint Space Operations Center capability • Continue supporting and promoting efforts that encourage responsible behavior
