ORN/PRN • Allow LOCOG Games Family (athletes/officials) to travel swiftly between accommodation and venues • Proportionate measures to improve general traffic flow • Potential traffic management measures to ensure reliable traffic flow:– Changes to traffic signal timings– Restricted turns– Side road closures to general traffic– Suspension of parking and waiting bays– Suspension of some pedestrian crossings– Temporary Games Lanes • MYTH: ORN/PRN will be closed to traffic • TRUTH:The ORN/PRN will be open to traffic.  However, in sections where there are two lanes, one will be reserved for the Games Family only.

Wembley - Transport and Activities • Wembley Arena is located here • Around 6,000 people are expected at • the arena from 8am - 11pm between • 28 July - 5 August • Wembley Stadium is also located in this area • About 90,000 people are expected at this venue from 2pm - 11pm, 29 July - 11 August, with associated local disruption . ..

12. ORN in West London - Wembley A40 and A406: ORN needed on A40 and A406 to provide a link to Wembley Stadium and Wembley Arena (mid July - mid August 2012). Measures on this section include: • A40 - Offside Games Lanes (6am - 11pm) in both directions, starting east of Hanger Lane Gyratory, running almost continuously in to Central London • A40 - No right turn (except buses) into Old Oak Road from A40 • A406- Nearside bus and Games Lane (7am – 11pm) on southbound approach to Hanger Lane Gyratory. Northbound : offside Games and bus lane (7am – 11pm) from Hanger Lane to Wembley.

13. ORN in West London – Earls Court A4 ORN on A4 will provide a link to Earls Court, Heathrow and the outer London accommodation and venues between July to mid September. Measures on this section include: • A4 - Games Lanes on parts (proposed from 6am - 7pm west of Earls Court, 6am - midnight east of Earls Court) • A4 – No right turn into Sutton Court Road from A4 where general traffic will be required to use alternative routes • A4 – No right turn into Netheravon Road from A4 where general traffic will be required to use alternative routes.

14. ORN in West London - Heathrow A4, M4, A30 and A312 ORN here will provide vital link between Heathrow and Central London. Measures in place July – mid August 2012, although majority of usage will be two weeks before start of Games. Measures on this section include: M4 –Games Lane (6am – 7pm) from J3 to J2 (re-commissioning of discontinued M4 bus lane) • A30 and A312 – Alternative ORN Traffic Signal Timing measures and short Games Lane section on A312 Northbound J3 approach. Olympic Family leave Heathrow from two locations: • Central Terminal Area – via M4 Spur and M4 • Terminal 4 – via A30 and A312 to access M4

Travel Demand Management • Despite best efforts, unconstrained demand will exceed capacity in some areas • 23 million trips on average day during the Games • Busiest day: up to 3 million extra trips – concentrated in central and east London • TDM vital to ensure Games Family, spectators and workforce arrive at events in good time, and that London/UK continues to function • Three areas of focus: • Travel Advice to Business • Traveller information services (including a Games-time Journey Planner) • Marketing and communications programme

24. Freight during the Games Freight makes up 17% of London’s traffic, rising to 25% in Central London. Changes required. • Reduction in freight activity around venues and along ORN • Reduction in freight activity around live sites and Movement Management Areas • Reduction in background demand across London • Amendments / dispensation to existing control measures, communication of this and local exceptions (Emergency repairs / medical supplies) Summary • If no change, impacts and costs to businesses, residents and operators • Short term behaviour change needed as vital part of Olympics and Paralympics
