What this means at a regional level… • Local authorities are uniquely placed to help Government reach climate change targets because: • Advice from community leaders increases the impact of climate change messages • Communication of global issues can be delivered at a local or regional level • Close links with other public and private agencies exist • They are trusted delivery partners throughout the community

National Indicators and the LAA • 198 NIs introduced in the Strong and Prosperous Communities White Paper: • NI 185: carbon dioxide reduction from local authority operations • NI 186: per capita reduction in carbon dioxide emissions in the local authority area • NI 187: tackling fuel poverty • NI188: adapting to climate change • 100 local authorities have signed up to NI 186 • Local authorities should sign up to NI 186 to help achieve area-wide emissions reductions

Large reach of advice activity 21 regional advice centres & web site www.energysavingtrust.org.uk Over 2.4 million customer contacts 14 million citizens reached by communications 6.5 million tonnes lifetime carbon savings through energy efficiency, renewables and transport programmes (336,000 tC pa).

HEED (Homes Energy Efficiency Database) • Outputs: • Survey data – detail of potential for future measures • Installations data – details of measures installed • Energy and carbon savings – calculated using CERT methodology • HEED and the regions: • Role in developing regional strategies • Identify and set targets and baselines • Monitor ongoing activity • Allow comparisons with other regions • The future: • Incorporate EPC and other data • Expand dataset to include more households

Green Communities • Designed to promote and facilitate local community-based projects • To be launched in the first quarter of 2009/10 • Will build on offerings of Community Action for Energy (CAfE) by: • Offering an integrated package of advice, support and funding • Providing local outreach via the advice centres • Rollout of new community related services • Monthly bulletin, quarterly newsletter, publications and funding databases • Consultations, bursaries and project reviews • Free annual national community conference • Free membership – 4,500 members across the UK • 08448 480 777

Low Carbon Buildings Programme • Grants to demonstrate how microgeneration and energy efficiency work together to create low carbon buildings • Installations must be certified and installed by a certified installer • Phase 1 – grants for householders (managed by the Energy Saving Trust): • Up to £2,500 towards the cost of installing microgeneration products • Extended deadline to June 2010 • Phase 2 – grants for public sector organisations (managed by BRE): • Up to 50 per cent of the cost of installation of microgeneration products • Application deadline June 2009

Housing Programme • Advice and practical guidance on energy efficiency and refurbishment practices to housing professionals • Both new build and refurbishment projects are offered outreach, technical and evaluation support at all stages of the design and construction process • Ongoing support to monitor buildings and developments over time to gain a better understanding of what affects their performance • Technical support: • 0845 120 7799 • Online web guidance, resources and tools: • www.energysavingtrust.org.uk/housing
