  2. Tempus JEP - Background Pressures from globalization and the knowledge-based economy and society are transforming the traditional role of universities. They are supposed to aid economic regeneration by disseminating their knowledge and expertise through industry linked partnerships and improve the application of their research results. Future of universities as major players in regional regeneration lies in their response to regional needs.

  3. Tempus JEP - Background Partnerships between public and private sectors, universities, research centres and industries, faculties and business organisations became essential and can be expected to grow in significance in the first part of the twenty-first century

  4. Tempus JEP - Background This is where the idea of the project came from. Its main objective was to prepare universities in Partner Countries for their new role in the changing environment in the context of globalization, i.e. transforming their traditional role of teaching and their structures so that they can become players contributing to the socio-economic development of their regions and countries. In other words - building administrative capacity for better institutional support structures, including better interaction with industry representatives.

  5. Tempus JEP - Objectives There were two main objectives of the project: 1. Providing theoretical and practical knowledge to prepare universities for their new role in response to the changing environment and needs of the labour markets and to the globalisation - the role of partners in the development of their regions and local communities through the establishment of links and cooperation with industry as an element of development strategies

  6. Tempus JEP - Objectives 2. Developing a mechanism of such cooperation within the structures of the PC universities and instructing selected staff to work as liaison officers in the new structures

  7. Tempus JEP - Partners We invited to the project the best partners possible: 1. Vladimir State University, a large scientific-educational institution with highly qualified staff, considerable scientific and methodological potential, advanced laboratory and information structure as well as

  8. Tempus JEP - Partners Dontesk National Technical University - the first higher education establishment in the Donbass Region and one of the first technical universities in Ukraine, a participant of numerous international programmes were perfect partners for our project

  9. Tempus JEP - Partners 2. Portsmouth University and the University of Cadiz – experienced partners based in the „old” Union guaranteed the best quality knowledge of and experience in the project subject

  10. Tempus JEP - Partners 3. Coordinating institution – the University of Łódź, being less experienced, could provide some knowledge, but planned to draw from other Partners’ experience too

  11. Tempus JEP - Goals We planned to achieve the following goals: • Exchange knowledge and experience between all the project partners - Work out new solutions for the Ukrainian and Russian universities

  12. Tempus JEP - Goals • Create new mechanisms of cooperation with industry • Possibly create new university units to support such cooperation • Establish new contacts • Get to know other countries and people

  13. TEMPUS JEP – Beginnings However, the road to success was steep and winding. In December 2005 we failed to submit the project on time. The clock in Brussels appeared a few minutes faster than ours ;-)

  16. Tempus JEP - SUCCESS And this time we were lucky! In 2007 the project won funding and we could start our cooperation!

Tempus JEP – Brussels Information Days In March 2008 the coordinator and one Partner Country participant were invited to Brussels to be instructed on the project rules and management During the event we got detailed information on how to run the project; we also established a lot of new contacts

Tempus JEP – First Year Objectives In the first year of the project we planned to furnish the university governments and staff of relevant units/offices with theoretical and practical knowledge of the place and role of universities in rapprochement of the two environments – academic and industrial

  29. Tempus JEP – First Year Goals and Activities The staff of both the universities were to be offered different forms of instruction – workshops, lectures, seminars. Study visits were also planned. During the first year we tried to enhance the partners’ awareness of the world priorities in the areas of knowledge, research, competition and innovation and to share our experience in coping with the new situation and adjusting university structures to the new tasks

  31. Tempus JEP – First Year Goals and Activities - Visits to technoparks, business incubators, technology accelerators, innovation centres, career offices, special economic zones, SMEs and large industrial conglomerate plants were organized

Tempus JEP – First Year Goals and Activities In the first year the EU knowledge providers visited the PC institutions where they were - informed about the situation in academia – business contacts and cooperation in Russia and Ukraine • shown around the institutions to see their strong and weak points • contacted with the universities’ decision makers and other staff

Tempus JEP – First Year Goals and Activities After the visits, on the basis of their impressions and of the feedback they got from their hosts, the visitors formulated their conclusions and worked out recommendations and suggestions for the project activities in the first and second project years

Tempus JEP – First Year Final Conference The conference brought together all the project Partners, university decision makers, academic and administrative staff and students; the media were invited During the conference • The first year of the project was summed up • Project achievements and failures were discussed • Activity and financial reports were presented • Second year activities were drafted

  41. Tempus JEP – Intermediate Report In April 2009 project coordinator submitted the first year activity report to the European Commission. The report was accepted and so the second year of the project really started

  42. Tempus JEP – Second Year Goals and Activities The second year was devoted to practical application of the knowledge provided during the first year. Reports based on the experience gained and on the conclusions drawn were to be written; the development and publication of a booklet on the project and its results was planned There was less mobility –more stress was put on headwork

  43. Tempus JEP – Second Year Goals and Activities The following activities were carried out: • Workshops and the study visits were continued - again each EU university received visitors from one PC institution

  44. Tempus JEP – Second Year Goals and Activities • Seminar to discuss the project results was held in Łódź in September 2009: Model SWOT analysis was made, evaluation questionnaires developed and discussions on the project booklet and on final activity and financial reports started

  45. Tempus JEP – Second Year Goals and Activities After the seminar the PC partners completed the SWOT and evaluation forms and sent them to the coordinator. The information will be included in the project booklet. They also sent drafts of financial and activity reports.
