The Goal NC Read To Achieve “The goal of the State is to ensure that every student read at or above grade level by the end of the third grade and continue to progress in reading proficiency so that he or she can read, comprehend, integrate, and apply complex text when needed for secondary education and career success.”

  3. Major Components Comprehensive Literacy Plan K-3 Diagnostic Reading Assessments (mCLASS) Mandatory retention of third graders not performing on grade level Summer Reading Camp Accelerated Reading Class

In order to be promoted to 4th grade students must… • Student scores a level 3 or higher on the BOG • Student completes 3rd grade and EOG for reading • Student attains a reading level of P or higher on their TRC at BOY, MOY, or EOY • Qualify for a “Good Cause Exemption” • An additional local option may be made available later in the year pending State approval

  5. Who can qualify for a good cause exemption? Limited English Proficient students with less than two years of instruction in an English as a Second Language School. Students with disabilities whose IEP indicates the use of the NCEXTEND1 alternate assessment, at least a two school-year academic delay, or receipt of intensive reading interventions for at least two school years. Students who have received intensive reading interventions and been retained more than once in k, 1st, 2nd, or 3rd grade(s).

  6. Students that do not meet any of the standards of proficiency during the year • Are highly recommended to attend summer reading camp and may take the Read to Achieve assessment or attain a level P or higher (TRC) to be promoted to 4th grade • Students that still do not meet the proficiency requirements will either enter a Accelerated Reading Class class or be retained in third grade

  7. Summer Reading Camp Outside of the instructional calendar Summer reading camp is 4 days a week for 3 weeks from 8:00 - 2:30 Enrollment in Summer Reading Camp is the parents decision. However if the choice is made not, to enroll the student will receive a retained reading label Teachers will be selected based on demonstrated students outcomes in reading proficiency

  8. What is the Accelerated Reading Class The Accelerated Reading Class is for students that did not achieve proficiency in Summer Reading Camp. These students will be with the other 4th grade students for the entire day but will be “pulled-out” of the regular classroom and receive intensive reading instruction by a separate teacher(s) for 90 minutes. All of the students will be given the opportunity for mid year promotion by either passing an alternate reading test (provided by the state) or by achieving a TRC reading level of P or higher.

  9. What can you do? Read with your child. Before bedtime is great, but anytime is a good time for reading Be sure to read books that your child enjoys. Children that don’t like to read usually are not reading books about things they enjoy or find interesting. Read books that are either on their level or one level above your child's teacher can assist you with identifying the proper reading level. Ask your child questions about what they are reading Model behavior – if your child never sees you read then they may not see it as a priority. Lead and inspire your child by example.
