  1. Country Programme Framework (CPF) RAPAT KERJA BATAN 28 FEBRUARI – 1 MARET 2007 BATAN SERPONG GEDUNG 71

  2. BACKGROUND • Resources is limited in the Member States and the IAEA • The available resources should be used wisely in order to get the maximum benefit from the limited resources

  3. BACKGROUND We need tools : For a Member State: to direct how they want Technical Cooperation (TC) support to be used in that country For the IAEA: • to ensure that Technical Cooperation funds are used according to Member States’ needs and priorities. • to ensure effective integration of the Technical Cooperation Fund (TCF) into the development efforts of Member States

  4. BACKGROUND • The tool is: COUNTRY PROGRAMME FRAMEWORK (CPF)

  5. WHAT CPF IS? • A Country Programme Framework (CPF) document represents the mutual understanding between the IAEA and an individual Member State with regard to their Technical Co-operation (TC) programme in supporting the national development objectives in the medium term (4-6 years). • CPF is a concise reference document for preparing project requests by Member States and for appraising those request and allocating resources by the Agency

  6. WHAT CPF IS? • CPF is a tool for the IAEA to set priorities. • CPF is not a bible but a dynamics document. • In order to ensure that the CPF is up to date and really reflects the developments of the country, the CPF can be revised and updated

  7. OBJECTIVES OF CPF • To strengthen TC project planning and design by examining the broader context of problems experienced in Member States • To facilitate the most effective and efficient integration of project activities at the national, regional, and interregional levels. • To ensure that IAEA TC activities in applications of nuclear technology are linked to well-defined national development objectives and priorities, and will contribute to them.

  8. OBJECTIVES OF CPF • To fully engage all stake holders in project planning, formulation and implementation arrangements • To build partnerships between IAEA, counterpart organizations and other national authorities involved in national social and economic development in order to ensure the sustainability of impact of technical cooperation activities

  9. Country Programme Framework (CPF) – Status

  10. INDONESIAN CPF • The CPF covering a period of 2001–2006 was signed in November 2000. • To accommodate development changes and in order to ensure that the CPF really reflects the developments, the CPF has been revised and updated, and signed in September 2004.

  11. INDONESIAN CPF • The CPF 2007-2012 document is being prepared by BATAN as the national focal point and coordinating institution for the IAEA. • For this purpose, extensive consultations were held with all the relevant Government Agencies and Ministries, both at the national and provincial levels, Universities, R&D institutes, other related education/training centres, and the end users. • Overall contents of this document, including identification of areas of interest, and setting up of priorities have been finalized after intensive consultations among all these stakeholders. • Inputs are invited until end of March 2007. (masukan baru dari PTLR dan PTKMR)

  12. Basic Policy (2007-2012 draft) • The BATAN’s basic policy has been formulated in accordance with and inline with National Research Agenda, Strategic Policy on Science and Technology Development, Medium Term National Development Plan (2005-2009), and Long Term National Development Plan (2005-2025). • Strategy has been established and priority areas have been determined to facilitate the development and utilization of nuclear science and technology, and for the effective dissemination of information, relating to its benefits, to the public.

  13. Implementation Strategy The implementation strategy isdesigned to give the highest impact in the most cost effective manner. The strategy includes the following elements: • The programmes and activities are designed to provide cost-effective S&T solutions to various national development problems. In that sense, these activities are largely demand/market driven, end-user oriented and have a significant socio-economic impact. Some activities relating to capacity building and scientific research and development in new technologies are being pursued in parallel. • Development of national networks comprising the relevant Government agencies/institutions at the regional levels, national R&D institutions, universities, end-user/beneficiary groups. • Development of links and cooperation with technologically advanced countries and international organizations, such as the IAEA.

  14. Priority Areas For the last few years, programmes of activities have been designed and implemented to strengthen the development of following sectors of national interest: • Basic Human Needs, include: Agriculture, Livestock, Human Health and Environmental Protection including the Radiological Safety of the Environment • Managementand Sustainable Utilization of Natural Resources • Nuclear Energy, Nuclear Safety Security, and Radiological Protection of the Environment • Industrial Development • Strengthening of national capacity in Nuclear Science and Technology • Strengthening of national capacity in Nuclear Legislation Development and Establishment
