  3. Why ITI for sustainable territorial development? Sustainable urban development requires a whole bundle of integrated measures – financial pot Different measures will need to be supported under different thematic objectives und priorities Funding programmes should mark and bundlethe necessary resources for such integrated measures Article 7 ERDF regulation (recital 7) Article 99 CPR (recital 21, 65)

Urban dimension: Member States should earmark at least 5% of ERDF-resources for ITI with management delegated to cities (also partly, depending on administrative structure and capacity) List of cities in Partnership Contracts and OPs For comparison (2007-2013): Urban dimension (Art. 8 ERDF regulation) not compulsory and often hardly visible ERDF-resources programmed for urban priority axes only 3% on EU average Mainly sectoral investments (esp. in new Member States) Little involvement of cities

  5. ITI – how does it work? Bundling funding from different priority axes and programmes (e.g. ERDF and ESF) For an integrated territorial/urban development strategy For a specific target area at the appropriate territorial scale e.g. at the level of neighbourhoods, cities, city-regions, metropolitan areas, rural areas, functional areas Possible delegation of the managementto intermediate bodies, including local authorities „Mini-programme“ for integrated, multi-dimensional measures – shared vision for the future development of the territory

How to prepare for an ITI • Reinforced strategic and integrated programmingArticle 11, 14, 87 CPR (recital 9, 14, 15, 21, 65)Article 7 ETC • Follow the programming procedure (Be there, Be informed, Be involved) • Partnership Agreement shall indicate the arrangements to ensure an integrated approach to the use of the CSF Funds for the territorial development by the principles for identifying the urban areas where integrated actions for sustainable urban development are to be implemented • Agreement on delegation of implementation between organisation managing ITI and the participating Managing Authorities`

  9. ITI in ETC: Art 10 ETC: the intermediate body to carry out the management andimplementation of an ITI shall be an EGTC or other legal body established under thelaws of one of the participating countries ITI creates the possibility to combine actions financed from ETC and mainstream programmes Possible examples: Cross-border and transnational programmes Cross-border conurbations Subregional or interregional territories with some common specificities (lakes, mountains)
