Instructions to Offerors: • These additional details apply to the Delphi Criteria as previously noted. • Details of Desired Contractor Expertise: • Highly qualified and current experience providing on-site CAOC SWA TBMCS FL technical and administrative support to HQ ACC systems administration, systems engineering, operational testing and evaluation, database administration, configuration management, and interoperability with current C2 systems to include TBMCS/GCCS/COP. Extensive AOC WS HD technical and administrative experience. • On-site C2 system administration support to maintain the system in an operational state at all times. Continuity of corporate technical knowledge of the full array of installed and support equipment used at operational locations. Possess an in depth knowledge of software/hardware configuration, system administration of computers using UNIX/Windows operating systems, Sybase and Oracle databases, network services and components, network management tools, and security. • Current experience participating in the management, and technical C4I support for Operation Enduring Freedom/Operation Iraqi Freedom. Travel to support other Air Force sites as required. Country specific VISA and residential permit requirements apply. • Operational experience as Subject Matter Experts (SMEs) for the C2 systems currently on-site at Al Udeid AB, Qatar and supporting the AOC WS Help Desk Langley AFB, VA. Staffing plan and transition plan to include AOCIQTSYS certification, technical skills, as well as risk and risk mitigation plan. • Ability to reach back internally to provide surge support, if required; Capability to reach back to significant system/mission technical expertise that can be made available to this task order; Ability to quickly respond to emerging long-term and short-term support requirements. • Demonstration of understanding of the support requirements in the unique C2 environments listed above and the ability to provide the expertise and experience to accomplish the required tasks. • Extensive AOC and TBMCS/GCCS operational experience, AOCIQTSYS qualifications, and UNIX/Windows system administration skills capable of unique problem solving and analysis.

Proposals will be scored according to the following criteria • 0 = Unacceptable • 1.0 = Acceptable with High Performance risk • 1.5 = Acceptable with Moderate Performance Risk • 2.0 = Acceptable with Low Performance Risk • 2.5 = Some requirements Exceeded with High performance Risk • 3.0 = Some requirements Exceeded with Moderate performance Risk • 3.5 = Some requirements Exceeded with Low performance Risk • 4.0 = Exceptional with High Performance Risk • 4.5 = Exceptional with Moderate Performance Risk • 5.0 = Exceptional with Low Performance Risk Proposals will be evaluated using the Highest Delphi Score Limit response to 20 pages, minimum font size is 12 point. Three Past Performance within last 5 years are required and not included in page total and limited to 3 additional pages

TEP Calculations: • FFP Labor CLINs: • Cost reimbursable no-fee (CRNF) CLINs will not be included in the TEP calculations. • No adjustments will be made to the proposed hours • Verification of the rates will be made to ensure the proposed rates are not greater than the NTE rates in the basic contract. • T&M and CPFF Labor CLINs: • Cost reimbursable no-fee (CRNF) CLINs will not be included in the TEP calculations. • Upward adjustments may be made to the proposed hours to satisfy the criteria of cost realism, consequently, and for evaluation purposes only, the TEP may be different than proposed price. Downward adjustments will not be made to the highest proposed hours since the criteria of affordability will be implemented. • Verification of the rates will be made to ensure the proposed rates are not greater than the NTE rates in the basic contract.

  7. Definition of Affordable/Reasonable: A price must be both reasonable and affordable. A price is reasonable if the proposed labor is not considered insufficient or excessive to perform the required effort. A price is affordable if it is within the Government’s funding profile. In determining affordability, all proposed costs will be considered; labor, travel, ODCs, and materials. Definition of Realism of DESP II: Cost realism analysis is an evaluation to ascertain potential cost understatement. Cost realism in the DESP II is determined by examining the proposed labor expense for cost reimbursable orders (labor hours and labor rates) to assess whether the estimated labor costs are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the unique methods of performance described in the offeror’s technical proposal. In accordance with FAR 15.404-1(d), cost realism analysis shall be performed on all cost-reimbursement contracts [orders] to determine the probable cost of performance for each offeror. For Time and Material contracts [orders] a cost realism analysis will be performed on the labor hours only. Definition of Total Evaluated Price (TEP) Adjustments: On DESP II, for evaluation purposes, the TEP prices may be adjusted during the government evaluation for T&M and Cost Reimbursement orders. If the cost realism analysis reflects that there is a significant difference between the proposed line item cost estimates for the labor CLINs and the government’s evaluation assessment, then adjustments will be made. The TEP on Firm Fixed Priced Orders will be calculated without adjustment to the proposed prices. The TEP on T&M and CR may be calculated using the adjusted prices.
