    1. NEW SCHOOLS: FINANCIAL BARRIERS Goals include: accelerating energy efficiency in design and construction, and transform the construction market in the area of standard practices. Achieving the goals would negate the need for financial incentives.

    2. NEW SCHOOLS: FINANCIAL BARRIERS Over $1 billion in new school activity in NY … money is being spent. 2 of every 5 districts in NY are facing new construction or substantial renovation. Enrollment projections continue to climb for most all suburban districts. Voter referendum required for capital debt.

    3. NEW SCHOOLS: FINANCIAL BARRIERS Referendum value established 12-18 months before bid and spec First cost becomes primary concern NYSERDA seeks to balance first cost against life cycle cost

    4. NEW SCHOOLS: FINANCIAL BARRIERS Incentives of NCP are based on 70% of incremental difference between std. practices and high efficiency. Standard practices established @ 20% above code Program offers both pre-qualified and custom approaches

    5. NEW SCHOOLS: FINANCIAL BARRIERS NYSERDA working with SED to ensure our incentives are applied post building aid calculations. Working with A/E firms allows them to represent concerns of customer (they look good), and plant seeds for transformation.
