EO 13148 Greening the Government Through Leadership in Environmental Management • Establishes EMS as environmental policy for the entire Federal government • Requires agencies to incorporate EO goals - including EMS into agency environmental directives and policies • Requires facilities to incorporate EO requirements and implement EMS

What is an Environmental Management System? • “The part of the overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing achieving and reviewing the environmental policy.” ISO14001

  5. An EMS is Environmental • Addresses environmental impacts - regulated and not • Broadens environmental responsibilities to all whose work can have an impact on the environment • Depends on environmental office for technical expertise

  6. An EMS is Management • EMS includes commitment and support of top and mid-level managers • Facility manager is advocate of EMS - responsibility shared by facility • EMS is consistent with other management systems - safety, quality, budget

  7. An EMS is a System • Requires awareness of formal structure • Actively links policies, impacts, goals, procedures, programs and performance • Doesn’t directly address compliance components (drums, labels, etc.)

  8. Benefits of an EMS • Improve efficiency / reduce operating costs • Maintain regulatory compliance • Integrate environmental programs and priorities into mission • Increase overall efficiency as well as employee involvement and morale • Reduce environmental impacts
