Available annual budget for the call for proposals • since 2005 community crime prevention is one of the five facultative public interests for which 1% of the personal income tax could be offered • in 2006 178 million HUF (700 787 €) in 2007 191 million HUF (751 968 €) were available for the CP Unit • the amount is mostly used for funding projects through call for proposals (152 million HUF in 2008, 118 million HUF in 2007)

  5. Preparing the themes of the call for proposals • knowledge based • proposed by the members of the NCPB • launched by the colleagues of CP Unit • final decision by the chair of NCPB • themes to be published in the Hungarian Közlöny, on the website and in a national journal

Submitting the proposals • applicable amount of support yearly defined in the call • self-contribution of the applicant must be at least 10 % of the total budget • proposals to be submitted to the regional offices of the National State Treasury • formally and financially eligible applications are forwarded to the CP Unit

Decision: selecting the applicants to be supported • experts/professionals of the certain fields are involved in the jury • the jury works in groups of 3-6 persons (depends on the number of applicants in the certain theme) - each group judges the applications in one certain theme • programmes proposed for support by the groups are finally discussed at the meeting of the final advisory committee • final decision by the chair of NCPB

  10. Delivery of the projects • signing the contract of support • the elements of the programme are to be delivered between September and April • receiving the support (30 % - 50% - 20%) • financial audit by the Hungarian National Treasury • professional supervision by the CP Unit

  11. Monitoring of the projects • monitors: experts/professionals of the certain field • each project is monitored by two persons • each monitor has to complete 3 personal visits at the place of the project deliveryand fill in a form of its experiencesconsidering certain aspects

Themes and projects implemented in 2005 • the NCPB has supported 40 selected applicants with 196 211 100 HUF (772 485 €) in order to develop the macro- and micro-projects in the fields defined by the call for proposals • eight applicants were selected to deliver restorative and reintegration programmes and have obtained 55 307 200 HUF (217 745 €) support altogether

Themes and projects implemented in 2005 • Project-deliverer: Veszprém County Office of Justice – Probation Service • partners: County Centre for Employment, Family Assistant Centre and Children Welfare Service of the Municipalities of Veszprém and Várpalota, 3 professional schools and the Alternative Department of Primary Schools • target group: juvenile delinquents supervision of a probation officer • project elements: personality- and self-awareness-developing, job orientation group activities • number of participants: 29 persons • amount of support: 3 072 000 HUF (12094 €)

Themes and projects implemented in 2005 • Project-deliverer: Békés County Office of Justice – Probation Service • partners: County Centre for Employment, Family Assistant Centre and Children Welfare Service of the Municipality of Békéscsaba • target group: juvenile delinquents supervision of a probation officer and their parents • project elements: conflict-managing group activities, parent groups, case-consulting group, labour-market training • number of participants: 32 persons • amount of support: 3 818 000 HUF (15 031 €)

County Office of Justice – Probation Service, Union of the Municipalities of Roma Ethnic Minority in T. County • target group: prisoners and persons under the supervision of the probation service • project elements: computer technology course, group activities, labour-market, job-seeking techniques and self-recognition trainings, labour-advice, registration of unemployment family members • number of participants: 20 persons • amount of support: 4 981 200 HUF (19 493 €)

County Centre for Employment, and a limited company • target group: prisoners and their family meembers • project elements: house-painter and paper-hanger course, self-awareness-, conflict-managing- communication-, labour-market- and job-seeking trainings, registration of unemployment family members • number of participants: 82 persons • amount of support: 4 917 000 HUF (19 358 €)

County Centre for Employment • target group:prisoners and released • project elements: labour-advice, professional preparation and self-awareness groups, registration of unemployment released, labour-market and professional training, employment-programmes, individual case-handling and group activities • number of participants: 217 persons • amount of support: 2 028 000 HUF (7 984 €)

Themes and projects implemented in 2006 • the NCPB has supported 27 selected applicants with 151 948 500 HUF (542 673 €) in order to develop the macro- and micro-projects in the fields defined by the call for proposals • two applicants were selected to deliver restorative-reintegration projects and have obtained 26 918 700 HUF (105 979 €) support altogether
