Hemispheric Conference for the Eradication of Foot-and-Mouth Disease, Houston, TX., March 2004 with sponsorship of the PAHO and USDA. • FAO,IDB,IICA,OIE,OIRSA,WB,WHO,WTO participants . • “Houston Declaration”. • GIEFA Group (12 members/6 COHEFA’s regions +4 members Par, Bol, Equa and Venez. from public and private sectors). • Plan of Action for 5 years: 2006-2010.

Plan GIEFA • US$48.323.000 for a five-year project, or US$ 9.665.000/year (original budget); • Such resources should be complementary to each country’s FMD eradication project; • Resources from donors or sponsors, as well as loans; • Donors or sponsors can choose their partners to receive and to manage funds; • Possible public or private resources also from FMD free areas (PL 480 USA).

  4. Plan GIEFA • GIEFA will be responsible to analyze the regional plans, the schedule of activities and the chronogram of investments to give its approval to the donors. • The follow-up of the investments and tasks can also be conducted by GIEFA, if required by the donors.

  9. THE BEST MOMENT FOR THE ERADICATION OF FMD IS NOW ! • The outbreaks had drastic reduction; • Problem persists in very delimited critical areas; • There is strong motivation for the Mercosul members to cooperate due to the great losses with the last outbreaks.

GIEFA Activities 2006 – Participation in 29 events • American Agribusiness Mission Brazil, Paraguay,Bolívia, Equador; • Meeting São Paulo with Mercosul Private Sector; • Two Meetings with CVP Mercosul; • Seminar NIAA Louisville, KY, USA; • COSALFA Guayaquil, Ecuador; • Seminar IADB, Uberaba, Brazil; • Regional Meetings: Tartagal (ARG), Santarém/Londrina (BRA), Pedro Juan Caballero (PAR), Quito (ECU); • Meeting in Washington-DC with USDA, FAO, IICA, PAHO • Visits to Private Sector in USA • Discussions with Meat Exporters from BRA, ARG and PAR

  12. GIEFA : Proposal for Funding 2006 • March- meeting in S.Paulo with meat exporters and cattlemen’s leadership of Mercosul. • Proposal- US$ 5/Ton exported bovine meat to support the plan (US$ 20 MM = 4 MM Ton/year: 3 MM BRA, 0.7 MM ARG and 0.3 MM URU).

  13. Past reactions to the Proposal • Argentina and Brazil in principle were in favour, although asked for more details of the plans for each region. • Argentina had legal restrictions to export at that moment.

  14. GIEFA: NEW BUDGET TOTAL FOR THE 5 YEARS OF THE PLAN

GIEFA: FOLLOWING ACTIONS • The new budget was discussed with the private sector of the region( the same institutions that were present on the previous March meeting). • International resources will be received only to assist the regions or countries in need of our continent: Bolivia, Equador and Paraguay. • Venezuela will be visited and invited to integrate the plan on March 2007.

Recent Feedbacks and Conclusions of the US$ 5/ton Funding Proposal • ARGENTINA • Has restrictions to export meat • Farmers on strike and in continuous disputes with Gov’t • No chances to cooperate now • BOLIVIA • Ongoing disputes between private sector and Gov’t • Unstable scenario for foreign private investors • Certain cooperation in Chaco region and Brazilian border

Recent Feedbacks and Conclusions of the US$ 5/ton Funding Proposal (cont’d) • BRAZIL • Disputes between farmers and slaughter houses • Prices for farmers at 50-year low level – US$ 0.78/kg lw • Brazilian Real overpriced against US$ • Exporters willing to cooperate on a regional case-by-case basis • CHILE • Not present in any meeting

  18. Recent Feedbacks and Conclusions of the US$ 5/ton Funding Proposal (cont’d) • PARAGUAY • Private sector not willing to cooperate at this moment • URUGUAY • Private sector has always been against the proposal

GIEFA: SOME CONCLUSIONS AFTER MEETINGS WITH THE PRIVATE SECTOR. • They prefer to have freedom to choose their partners for the donation or sponsorship; • They are not in accordance with the management of the resources only by the governments or international institutions; • They agree that the institutions should be payed by their services but with a previous negotiation.

GIEFA: SOME CONCLUSIONS AFTER MEETINGS WITH THE PRIVATE SECTOR (cont’d). • All parties agree to payment of bonuses/rewards or to complement salaries of veterinarians and field personnel if areas are free of outbreaks. • Several institutions and programs with same objectives represent barriers to effective participation of private sector. • Private sector does not contribute when Government aims to invest.

  21. GIEFA: Last Achievements • Brazilian Gov’t donated 2 MM vaccine doses to GIEFA Bolivia (approx. US$ 1.1 MM); • Brazilian Gov’t directed extra US$ 1.8 MM to PANAFTOSA; • FOCEM (Mercosul Infrastructure Convergence Fund) released US$ 16.3 MM to eradicate FMD during the Rio de Janeiro January ’07 Summit • Contributions of USA PL 480
