What the Florida Nurses Association (FNA) Wants Enacted Into Law.

  • They want to redefine the term “practitioner” for the purpose of the Florida Comprehensive Drug Abuse Prevention and Control Act to include advanced registered nurse practitioner.


What is the rationale for supporting this effort

What is the rationale for supporting this effort?

  • The lack of adequate health care is one of the most important topics facing our nation.

  • Increasing access to primary care is part of the solution.

  • In order for Advanced Practice Nurses (APNs) to function to the best of their ability, they must be granted equal rights as independent health care providers.

How is the change expected to impact health care?

  • The Florida legislature established a task force in 1996. This task force recommended allowing prescribing privileges for ARNPs and controlled substances.


What organizations oppose the effort

What organizations oppose the effort?

  • The Florida Medical Association (FMA) is the main organization in opposition to this effort.

  • The FMA is against this bill because they believe 1) ARNPs do not have adequate training to make diagnoses and suggest treatment when it comes to controlled substances, 2) More people who can subscribe controlled substances could mean more people have access for abuse, and 3) there are no data suggesting there is a shortage of access to controlled substances.

  • It is in the best interest of our patients to be able to practice in the full scope of practice.

  • The passage of this bill will improve the health care system and patients overall quality of care in the state of Florida.

What is the relative power base?

  • The Florida Nurses Association, the Florida Nurse Practitioner Network, the Florida Association of Nurse Anesthetists, the Florida Agency for Health Care Administration and the Florida Hospital Association support ARNPs prescribing controlled substances.
