Scottish Vacant & Derelict Land Survey • SVDLS is an annual survey • Well established – 2007 is the 17th survey in the series • Enhanced surveys have been conducted since 1993. • Site-based return • Main purpose – to provide a national source to inform the programming of the • Rehabilitation • Planning • Reuse of urban vacant & derelict land

  4. Scottish Vacant & Derelict Land Survey Main point to note from 2007 survey • 10,240 hectares of derelict and urban vacant land recorded: 2,660 hectares (26%) were urban vacant 7,580 hectares were derelict (74%). • Dundee only had 219 hectares of land recorded in the survey, 2.1% of the total.

  6. Scottish Vacant & Derelict Land Survey Main policy users of SVDLS • Regeneration Unit • Used to inform the allocation of the Scottish Vacant & Derelict Land Fund • Dundee City received £5.25 million from the SVDL Fund from April 2008 until March 2011

Planning Consents for Affordable Housing survey • This survey was run for the first time in 2007. • Data was requested for the financial years 2005-06 and 2006-07. • The deadline for 2007-08 survey has just passed. • In the first year, 31 of the 34 Planning Authorities provided a return. • This is NOT a survey of newly built affordable units or units under construction • It IS information is recorded on affordable units at the first stage of delivery

Planning Consents for Affordable Housing survey The main points emerging from the 2005-07 survey are: • An estimated 12,173 affordable housing units were granted planning consent. • 5,463 during 2005-06 • 6,710 during 2006-07 • 78% (9,526) of those units are to be publicly funded • In addition, a further 215 planning applications contain developers commuted payments for affordable housing.

  9. Planning Consents for Affordable Housing survey The results are available in the following ways: • In the Statistical bulletin. • On the Planning Statistics web site • Statistical bulletin table & charts • Housing Profile pages for each Local Authority • Data for the Housing Profile tables.

  10. Planning Consents for Affordable Housing survey Housing Profiles pages were included to provide some context to the specific affordable housing issues in each Local Authority. The data included covers the following • The LAs Affordable Housing policy • Comparison of individual LAs data with the Scotland average; covering • Population statistics • Lower Quartile House Prices & Earnings • Housing statistics • Suspension of Right-to-Buy

  11. Planning Consents for Affordable Housing survey The main users of this data are: • Policy colleagues as part of the evidence in monitoring the effectiveness of PAN74 • Housing colleagues to identify where the affordable houses are being given planning position

Developmental Work Housing Land Audits • Initially being developed to provide data on the number of affordable housing units being built. • Alternative approach to collecting affordable housing being considered. • A consistent approach to producing the HLA across all Planning Authorities is being developed. • The following areas are some of those that need to be consulted on: • Agreed core set of variables • Agreed definitions – housing completions

Developmental Work Scottish Generalised Land Use dataset • A bid has been made for Planning research money to get external consultants to produce a Scottish GLUD. • This would be based on the methodology used in England. • This would break Scotland down into land parcels, covering • Buildings • Gardens • Paths • Roads • Greenspace

  14. Developmental Work Scottish Generalised Land Use dataset • As a second stage, the consultants will produce a scoping report on additional datasets that could be used to enhance the detail of basic GLUD. • These would cover • Greenspace Scotland data • Address layer 2

  15. Developmental Work Scottish Generalised Land Use dataset • A Scottish GLUD would provide basic land use information for Scotland. This would be useful for a number of work areas with in the Scottish Government such as: • Planners • Flood Division • Rural Affairs Divisions • Detailed maps on specific areas or to address specific questions could be developed as this dataset was used and expanded.
