Critical issues raised by the AG are as follows:
Section 25: Failure to approve the budget before the start of the financial year, municipality must report to MEC dlgta.
This must be read together with section 55 of MFMA which stipulates that the Mayor must inform MEC dlgta and the MEC shall undertake appropriate provincial intervention in terms of section 139
