  2. Context • ERGEG – South GRI : regional step for an opened gas market in Europe • Increasing France-Spain interconnection capacities • TIGF-ENAGAS: Larrau and Biriatou (2013) • TIGF-GRTgaz-ENAGAS: new capacity MidCat (2015)

  3. Capacities 230GWh/d end 2010 +35GWh/d in 2013 to France +165GWh/d in 2013 to France +55GWh/d in 2013 to Spain +87GWh/d in 2013 to Spain +230GWh/d in 2015 to France +180GWh/d in 2015 to Spain

  4. Sales Capacities Mechanisms • OSP : for existing or decided capacities • Capacities sold for 4 years maximum • The aim : new market players would have the possibility to subscribe capacities • OS : futures capacities • Ask the market • Engage shippers to subscribe the new capacities once available • Subscription period 10-15 years • The aim: helping investment decision • Both mechanisms will be used to ensure selling capacities in the NorthSouth link • Two different situations treated independently: • North to South Link • South to North Link

North to South Link • Totally booked Link • Last OSP result (January 2008): demand exceeds offer, all capacities subscribed • Capacity developments in the North zone (Tansières, LNG terminals…) • Open Season in 2008 for new capacities available on 1st January 2015 • Until then, existing capacities will be sold by OSP

  6. North to South Link: Calendar OSP mi-2010 (dispo avril 2011) OSP mi-2011 (dispo avril 2012) OSP mi-2012 (dispo avril 2013)

  7. South to North Link • Underbooked Link • Last OSP result (January 2008) : 10% of total capacities subscribed, 200GWh/d available after 2011 • New capacities Larrau + Biriatou in 2013 : 200GWh/d • Other possible developments from now to 2015 : • MidCat • Le Verdon • Fos • Storage South of France • Interconnection project with Spain: MidCat • Open Season in 2009 about South to North Link coordinated with MidCat • Additional needs in the North to South Link might be taken into account • Capacities available on 1st January 2015 • Until then, existing capacities will be sold by OSP Capacity South to North still available Possible congestion on the South to North Link

Schedule Proposal • 2008 Open Season North to South Link capacities available on 1st January 2015 • 2009 Open Season South to North Link NS additional needs might be taken into account capacities available on 1st January 2015 • OSP in North to South Link until 1st January 2015 • mid-2010 OSP North to South Link; capacities available in April 2011 • mid-2011 OSP North to South Link; capacities available in April 2012 • mid-2012 OSP North to South Link; capacities available in April 2013 • OSP in South to North Link, until 1st January 2015 • Existing capacities for identified needs until the end 2014 • OSP every month
